Scope of Work:
- Important components of the works are as under:
- Earthwork for construction of Railway Embankment.
- Supply & laying of blanket material.
- Construction of Minor Bridges.
- Construction of Major Bridges 61.1 M OWG over IR and DFC lines, 45.7 M OWG, Steel Composite Girders 24.4 M and 12.2 M.
- P-way works- Supply of PSC sleepers, P&Cs, CMS crossings, SEJs, P-way fittings and Track ballast. Laying and linking of straight & curve tracks, Laying and linking of turnouts, SEJs etc.
- Any other ancillary works required for completion of construction of the railway siding between Barhan Station and Shivala Tehu Station of NCRly on the new proposed alignment of Barhan to Shivala Tehu.
- The proposed starting Chainage near Barhan Station is KM 3/020 and end Chainage near Shivala Tehu Station is 13/500. However, these chainages at both ends may be increased or decreased as per the requirement of works for completion and commissioning of the proposed railway siding of Jawaharpur TPP (2X660MW) of JVUNL at Malawan, Dist.: Etah, State: Uttar Pradesh. Package-12.
Work Experience:
- For Works in Normal Areas (other than Difficult Areas).
- The Bidder should have satisfactorily completed in his own name or proportionate share as a member of a Joint Venture:
- At least one similar work of minimum value of Rs 75.54 Crore (Rupees Seventy Five Crore and Fifty Four Lakhs Only), OR
- At least two similar works each of minimum value of Rs 46.48 Crore (Rupees Forty Six Crore and Forty Eight Lakhs Only), OR
- During the last 07 (Seven) years prior to the last stipulated date for submission of the Bid. Works completed prior to the cut-off date shall not be considered.
Similar Works:
- Similar Works shall mean the “the work of any Civil Engineering work involving “Execution of construction of bridges and earthwork in formation for Railway /Road projects” carried out in India under a single contract (including additional work carried out under the contract) carried out in India” under a single contract (including additional work carried out under the contract).
- In case the Bidder (Indian Company) wishes to rely on a work completed abroad, the value of such completed work in foreign convertible currency shall be converted into Indian Rupees.
- The conversion rate shall be decided by RITES based on the rates of currency on the date of completion of work (the bidder to also submit the currency conversion rate as on completion date of the Credential Certificate relied upon by the bidder for the purpose of work experience).
- Further, such a bidder (Indian Company) should have also completed at least one Similar work of value minimum 25 % of estimated cost of work, in India in the last Seven (07) years prior to the last Stipulated date for submission of the Bids.
Construction Experience in Key Activities:
- To qualify for award of the contract, each bidder in his own name or as a member of a Joint Venture should have, in the last 7 (seven) years prior to the last stipulated date for submission of the bid, executed the following key activities carried out in India.
- Earthwork in filling in embankments for Railway/Road. Minimum Quantity 5.00 Lakh cum (Five lakh cum) (in any one work individually).
- RCC in Bridgework. Minimum Quantity 7000Cum (Seven thousand cum) (in any one work individually).
- Laying and linking of BG Track. Minimum quantity 6 Track KM ( Six Track Kilometer) (in any one work individually).
- Supply, fabrication & erection of structural steel in Railway/Road Bridges – Minimum Quantity 215MT (Two hundred and fifteen metric tonnes) (in any one work individually).
- Construction of Bored & Cast-in-situ RCC Piles of Minimum 1000 MM Diameter: Minimum Quantity 1240 RM (One thousand two hundred and forty running metres) (in any one work individually).
Notes:
- The financial turnover will be taken as given under the head “Income” in audited Profit and Loss Account and excluding non-recurring income, income from other sources and stock. It is clarified that the Financial Turnover means relevant revenue is recorded in the Income side of Profit and Loss Account. It does not mean Profit.
- Closing stocks in any manner should not form part of turnover.
- Weightage of 7% (compounded annually) shall be given for equating the financial turnover of the previous years to the current year.
- For considering the Financial Years, for example for a work for which the last stipulated date for submission of the bids is in Financial Year 2021-22, the last three Financial Years will be 2020-2021, 2019- 20 and 2018-19. For a work for which the last stipulated date for submission of bids is on (say) 05.09.21 (F.Y. 2021-22), with weightage of 7% compounded annually, the weightages to be applied on the Turnover of the previous three Financial Years will be: F.Y. 2020-2021 = 1.070; F.Y. 2019-2020 = 1.145; F.Y. 2018-19 = 1.225
- The Bidder should furnish Annual Financial Turnover for each of the last 3 Financial Years in tabular form and give reference of the document (with page no.) relied upon in support of meeting the Qualification Criterion.
- The Bidder should submit a self-attested copy of Auditor’s Report along with Balance Sheet and Profit and Loss Statement along with Schedules for the relevant Financial Year in which the minimum criterion is met. Provisional Audit Reports or certified statements will not be accepted.
- If the Audited Balance Sheet for the immediately preceding year is not available in case of a work for which the last stipulated date for submission of the bids is before 30th September or in case, Government of India extends the date of conducting of AGM / Filing of Balance Sheet beyond 30th September, audited Balance Sheets, Profit and Loss Statements and other financial statements of the three Financial Years immediately preceding the previous Financial Year shall be adopted for evaluating the credentials of the Bidder. These provisions are also applicable in cases where JV is permitted.
