Scope of Work:

  • The location of proposed 15 ROBs over level crossing falls in Kalyan to Lonavala and Kalyan to Igatpuri Section of central railways. The work consists of following:
    Mobilisation of drilling rigs, other drilling tools and accessories including personnel for carrying out drilling work conducting SPT, collection of Undisturbed, disturbed soil samples as per relevant IS codes.
  • De-mobilization drilling rigs, other drilling tools & accessories and personnel after completion of work.
  • Setting up of drilling machines at each borehole location as per the location coordinates.
  • Drilling of 150mm diameter boreholes in all kinds of soil including gravels and cobbles and NX size boreholes in boulders and rocky strata. All boreholes shall be drilled up to specified depth (maximum depth 40.0m below the ground in soil / 5m in rock with Fresh rock (RQD>50%) in three consecutive runs or as instructed by the site engineer/representative of RITES.
  • Collection of 100mm dia. meter, 450mm long undisturbed samples from bore holes and sealing the tube with molten wax at every 3.0m for bridge locations.
  • Conducting standard penetration test (SPT) in soil and collection of disturbed soil samples at every 3.0m.
  • Videography of the borehole measurement showing complete measurement from start to end depth with all rods taken out from the borehole.
  • Preparation and submission of field bore logs/geological logs in hard copy as well as in soft copy.
  • Preparation and submission of computerised bore logs/geological logs in hard copy as well as in soft copy.
  • Preserving rock core samples in core boxes and submission to clients.
  • Selection of rock core sample in consultation with RITES representative and transportation of selected soil/rock core samples to RITES GT Laboratory at SHIKHAR, RITES BHAWAN, Plot No-1, Sector-29, Gurgaon. Haryana on weekly basis or as per direction of Engineer-incharge.
  • All the activities at site shall be carried out as per relevant IS codes and as per instructions of RITES Representative at site.

Eligibility:

  • Subject to provisions in the Tender Document, participation in this Tender Process is open to all domestic bidders who fulfil the ‘Eligibility’ and ‘Qualification criteria as prescribed in this tender document.
  • Bidder should meet the following eligibility criteria as of the date of his bid submission and should continue to meet these till the award of the contract. Bidder shall be required to declare fulfilment of Eligibility Criteria in proforma-1.

The Bidder, unless otherwise stipulated in the tender documents should meet following Eligibility Criteria:

  • The Bidder should be a Private or Government Owned legal entity (individual, proprietary firm, firm in partnership, limited company (Private or Public Sector) or corporation).
  • The Bidder should not be (or proposes to be), a Joint Venture, unless permitted explicitly as per clause 2.4 hereinafter and Critical Data Sheet.
  • Bidders should have valid registration with the Employees Provident Fund organisation under ‘EPF and Miscellaneous Provisions Act, 1952’.
  • Only Class -I Local Suppliers, as defined in Make-in-India policy, unless otherwise mentioned in these documents.
  • Only those contractors/ bidders, who commit themselves to Integrity Pact as per details in Clause 11.2 herein under, would be considered competent to participate in the bidding process.
  • In other words, entering into this Pact would be a preliminary qualification. Any bid not accompanied by Integrity Pact duly signed by the bidder shall be considered to be a non-responsive bid and shall be rejected straight away.
  • The Bidder should not have a conflict of interest, which substantially affects fair competition. The Bidder and any of its affiliates (associates, subsidiary, JV partner), should not have been engaged by the Ministry/ Department/RITES/Employer to provide consultancy services for the preparation or implementation of this project.
  • The prices quoted should be competitive and without adopting any unfair/ unethical/ anticompetitive means. No attempt should be made to induce any other bidder to submit or not to submit an offer for restricting competition.
  • The Bidder should not be insolvent, in receivership, bankrupt or being wound up, not have its affairs administered by a court or a judicial officer, not have its business activities suspended and must not be the subject of legal proceedings for any of these reasons.
  • The Bidder should not have been declared as a Poor Performer by RITES and their names should not currently be in the ‘Negative List’ of RITES.
  • The Bidder (including their affiliates or subsidiaries or Contractors/ subcontractors for any part of the contract) should not be currently declared ineligible/suspended/ blacklisted/  banned/ debarred by RITES or by any Central/State Government Department/ Public Undertaking or Enterprise of Central/State Government and suchban should not be in force at the time of submission of the Bid or extended deadline for submission of bid.
  • The Bidder should not have an association (as a bidder/ partner/ director/ employee in any capacity) with:
    • The near relations (defined as first blood relations, and their spouses, of the bidder or the bidder’s spouse) of persons involved in decision making in the procurement as mentioned in Clause 17.1 hereinafter.
    • Of retired Gazetted or equivalent rank Officers of the Central or State Government Or its Public Sector Undertakings as defined in clause 17.1 hereinafter.
  • The Bidder must fulfil any other additional eligibility condition, if so prescribed,elsewhere in the Tender Document.
  • The Bidder should provide such evidence of their continued eligibility to theEmployer/ RITES Ltd if so requested.

Work Experience:

  • The Bidder should have satisfactorily completed or substantially completed in his own name or proportionate share as a member of a Joint Venture;
    • At least one similar work of minimum value of ₹ 47,00,178/- (Fortyseven lakhs one hundred seventy-eight only), or
    • At least two similar works each of minimum value of ₹ 29,37,611/- (Twenty-nine lakhs thirty seven thousand six hundred eleven only), or
    • At least three similar works each of minimum value ₹ 23,50,089/- (Twenty three lakhs fifty thousand eighty nine only) of during the last 7 (Seven) years prior to the last stipulated date for submission of the Bid.
  • Works completed prior to the cut-off date shall not be considered.

Similar Works:

  • Similar Works shall mean the work of carrying out “drilling work in soil and rock including conducting SPT, collection of Undisturbed, disturbed soil samples and rock core sample” carried out in India under a single contract (including additional work carried out under the contract).
  • In case the Bidder (Indian Company) wishes to rely on a work completed abroad, the value of such completed work in foreign convertible currency shall be converted into Indian Rupees.
  • The conversion rate shall be decided by RITES based on the rates of currency on the date of completion of work (the bidder to also submit the currency conversion rate as on completion date of the Credential Certificate relied upon by the bidder for the purpose of work experience).
  • Further, such a bidder (Indian Company) should have also completed at least one Similar work of value minimum 40% of estimated cost of work, in India in the last seven years prior to the last stipulated date for submission of the Bids.
