Scope of Work:

  • Supply of Permanent way materials.
  • Execution of Railway Track works.

Works shall be executed as per:

  • Indian Railways Permanent Way Manual. RDSO Track Ballast of latest specification with up to date correction slips.
  • Indian Railways Unified Standard Specifications (Materials and Works). Indian Railways Unified Standard Schedule of Rates (Works & Materials – 2019 (issued by East Coast Railway).
  • IRS (Indian Railways Standard) Code of practice for design of sub structures and foundations of Bridges. (IRS SubStructure Code)
  • IRS Concrete Bridge Code.
  • IRS Bridge Rules
  • RDSO Comprehensive Guidelines and Specifications for Railway
  • Formation Specification No. RDSO/2020/GE: IRS-0004 with up to date correction slips.
  • Guide Lines, amendments etc issued by Railway Board and RDSO from time to time on construction of bridges, foundations, embankments etc.
  • Other relevant Indian Standard Codes (and international codes wherever relevant).
  • RDSO drawings and specifications for various P. Way materials to be supplied under this contract.
  • CPWD specifications for DSR items.
  • Above documents are deemed to have been included in the tender document. Bidders are deemed to have gone through the above documents and are aware of all the provisions of the above cited documents before quoting for the work.
  • However, a few provisions of the Indian Railways Unified Standard Specifications are given in these special conditions for ready reference.

Scope of Supply:

  • All P Way materials (like Switches, Crossings, Liners, ERCs etc) to be supplied under this contract shall be procured by the contractor from RDSO approved sources. Material will be accepted only on submission appropriate documentary evidence to the effect that:
  • The particular material is produced by an agency who is among the valid RDSO approved list of producers / vendors for that material.
  • The material is inspected and certified by the appropriate inspecting agency before dispatch from the manufacturer’s premises. Inspection agency is Railways in case of PSC sleepers and RDSO/RITES (inspection wing) for other P Way material.
  • Such inspection certificate in original has to be submitted by Contractor while supplying materials. Inspection charges to be borne by the executing agency.
  • Work shall be executed under the supervision of officials of RITES as well as officials of IOCL who are the end users of the proposed facilities. Contractor shall execute the work and deliver the product to the satisfaction of these officials.
  • Wherever the items descriptions or specifications or conditions etc state “Railway Boundary”, the same should be taken as 100m on either side of the centre line of the proposed railway line.
  • Land for dumping the cut spoils, surplus earth, debris and stacking of old/used Ballast etc shall be identified by the contractor in consultation with IOCL/RITES.
  • Contractor may set up a batching plant at the site or he may bring Ready Mix Concrete.
  • Consignee of supplied materials will be RITES Ltd on account of IOCL As IOCL is the Principal Employer, Form -5 will be issued by them if applicable.
  • All efforts shall be made to release the payment within the period mentioned in clause 7.0 of GCC. RITES will not be responsible for any delay in releasing payment of running bill beyond the stipulated time as mentioned in clause 7.0 of GCC.
  • The contractor will not be entitled to any claim on IOCL/RITES for delay in payment due to non- availability of funds. No interest will be paid on any delay on the payment of RA bills /Final bill.
  • All the material supplied by the contractor shall be properly stacked by him at locations specified by the Engineer-in-Charge. Nothing extra shall be payable on this account as the cost of stacking is included in the rate of supply of materials.

Similar Works:

  • Similar Works shall mean the work of “Any Civil Engineering work involving supply of Points & Crossings and track linking” under a single contract. (Including additional work carried out under the contract).
  • In case the Bidder (Indian Company) wishes to rely on a work completed abroad, the value of such completed work in foreign convertible currency shall be converted into Indian Rupees. The conversion rate shall be decided by RITES based on the rates of currency on the date of completion of work (the bidder to also submit the currency conversion rate as on completion date of the Credential Certificate relied upon by the bidder for the purpose of work experience).
  • Further, such a bidder (Indian Company) should have also completed at least one similar work of value minimum 25% of estimated cost of work, in India in the last seven years prior to the last stipulated date for submission of the Bids.

Notes:

  • A weightage of 7% (compounded annually from the date of completion of the work to the last stipulated date for submission of the Bids) shall be given for equating the value of works to the last stipulated date for submission of the Bids.
  • For example, for a similar work of Rs 1,00,000/- completed on 31.12.2017 and the last stipulated date for submission of the bids was 31.08.2020, the value of work that shall be considered after giving weightage is [Rs 1,00,000*1.07* 1.07] ( 1+[(7/100)*(244/366)]}= Rs 119832.87, rounded off to Rs 119833/-.
  • Only such works shall be considered where physical completion of entire work is over or commissioning of work has been done, whichever is earlier.
  • The Bidder should submit the details of such similar completed works as per the format at Proforma-1 enclosed.
  • Works carried out by another Contractor on behalf of the Bidder on a back to back basis will not be considered for satisfaction of the Qualification Criterion by the Bidder.
  • Credential certificates issued by Government Organizations/ Semi Government Organizations of Central or State Government; or by Public Sector Undertakings/ Autonomous Bodies of Central/State Government or their subsidiaries/by Public Ltd. Companies listed in Stock exchange in India or Abroad or subsidiaries of such companies shall only be accepted for assessing the eligibility of a Tenderer.
  • Certificates issued by one of the aforesaid organizations as a lead member (having equity stake of 51% or more) of a Joint Venture (JV) for work executed for the JV, will also be acceptable.
  • In case of PPP projects, if the bidder has executed a work for a concessionaire who is one of the aforesaid organizations, then the certificate issued by such concessionaire or by the public authority concerned, will also be acceptable.
  • The Value of similar work shall be calculated excluding the element of GST on works Contract Service while evaluating on meeting the Qualifying Criteria of work Experience.
