Introduction:

The works covered in the present contract is for supply and installation of various machineries including associated software and hardware as part of modernization of Signal and Telecommunication workshop at Podanur.

Various machineries listed out in the bill of quantities are required to be supplied in accordance with the specifications furnished therein.

Scope of Work:

Procurement, storage and reconciliation of materials:

Procurement of Track, S&T and Electrical Items has to be planned by the contractor in consultation with the Engineer. 

Procurement Plan should be prepared in such a manner that those materials which have a shelf life like rubber pads etc may be procured in a staggered manner so that the materials are used before its properties get modified with age.

The procurement of materials shall be planned as per the milestone/key activities specified in pursuance to GCC clause 8.3. If the material/product does not remain of required specifications at the time of its actual use, the same will be replaced by the contractor with materials conforming to Specifications at his own cost.

The procurement of materials for the works by the contractor shall also be subject to the following:

  • To facilitate formation work, Cables, Wires Location Boxes, Terminals, Level Crossings and other associated items required for replacement/shifting of existing cables/location box/level crossing etc to the extent of 20% of BOQ quantity may be procured at the beginning.
  • In case more than 20% is required to be procured at the beginning it should be procured with the approval of CPM/GM/GGM in charge of S&T works in consultation with the CPM in-charge.
  • The procurement of remaining quantities should be done after preparation of drawings and designs by the contractor and approval of the same by GGM/GM/AGM in-charge of S&T portion of the Work.

If the Contractor is required to purchase certain material(s) from firms in the approved list of RDSO/Zonal Railways/RVNL, as per terms and conditions of the contract, then the Contractor shall place orders accordingly on firms appearing in the approved list, as specified, on the date of placing the order and provide details of such orders placed to RVNL

The plant and materials etc. so procured for the works shall be properly stored on Site and protected against loss, damage or deterioration. For this purpose, the contractor shall make necessary arrangements of store godown/fenced area at site in Railway land as per directions of Engineer. 

In case the contract is terminated, the Employer shall have the right to take possession of the godown/store and reasonable cost of such store/godown shall be determined by the Engineer and included in the Final Payment Certificate.

Reconciliation of materials:

After commissioning of each section, material reconciliation is to be taken up for the materials procured under the contract as well as materials issued free of cost by the Employer, and is to be completed within 3 months of commissioning of such section. 

Similarly, final reconciliation of material for the entire contract shall be taken up on commissioning of the last section under the contract and to be completed within 6 months of commissioning of the last section.

In case of failure to adhere to the timelines by either party, the other party should bring it to the notice of the defaulting party in writing under intimation to the Executive Director In-charge of the project. On receipt of such intimation the Executive Director shall take appropriate action as deemed fit by him.

Eligibility:

Minimum construction turnover for the last three financial years should be equivalent to INR 5.325 crores. Calculated as total certified payments received for contracts in progress or  completed, within the last three financial years (refer note below the table).

Contracts of Similar Size and Nature:

Execution as contractor, or subcontractor, at least One contract that has been successfully or is substantially completed within the last Seven years before the deadline for submission of the bids, and that is similar to the proposed work.

The similar work here shall be that supply & installation of S & T Electronic equipment over Indian Railways for a value of equivalent to INR 2.13 crores, or

Execution as contractor, or subcontractor, at least Two contracts, each that have been  successfully or are substantially completed within the last Seven years before the deadline for the submission of the bids, and that are similar to the proposed work.

Similar work here is supply & installation of S & T Electronic equipment over Indian Railways for a value of equivalent to INR 1.24 crores.
