RVNL initiates tender for the construction of bridges, track linking and allied works for Sheikhpura-Barbigha section in Danapur Division of East Central Railway

Rail Vikas Nigam Limited (RVNL) has floated tender for the Construction of roadbed, minor bridges & track linking and other miscellaneous work in connection with balance work of Sheikhpura-Barbigha section of the new BG rail line in Danapur Division of East Central Railway.

Brief about Tender Submission:

Name of the Work: Construction of roadbed, minor bridges & track linking from km 15.800 to km 16.450 and other miscellaneous work in connection with balance work of Sheikhpura-Barbigha section new BG rail line in Danapur Division of East Central Railway, Bihar, India.

The Tender Number is (RVNL-BRBGH-SHK-MISC-OT-01) for the above work. The Estimated Cost for the work is INR 10,66,52,515.94/– and EMD amount is INR 21,33,100/- and the Contract Period for the same is 8 Months.

Prospective bidders can download the tender document starting from 12th December, 2023 whereas the submissions are open from 28th December, 2023 and the last date for the submission is 03rd January, 2024, and it will open on the same day 03rd January, 2024.

Scope of Works:

  • The project involves the construction of New BG Line between Sheikhpura-Barbigha addressing the Fatuah- Islampur incl. material modification for extension of new line from Neora to Daniawan; Daniawan to Biharsharif; Biharsharif to Barbigha; Barbigha to Sheikhpura, Pink Book item No 10; 2023-24.
  • Accordingly, LOA has been issued to agency on dated 21.06.2014 in connection with “Construction of New BG Rail Line from Sheikhpura to Barbigha the section Sheikhpura to Sarsajamalpur (12.5 Km) has been commissioned on dated 31.08.2019.
  • Despite facing challenges in land acquisition, the commissioned section from Sarsajamalpur to Barbigha has seen partial completion. From km 15.800 to Km 16.450, no work has been executed till date due to land problems. Commissioned section (i.e from Sheikhpura to Sarsajamalpur) was not taken over by the Railway.
  • This work on the stretch of 0.650 km between Km 15.800 to Km 16.450 can be started immediately as land in 0.650 km length is available for execution of work. The scope of work includes earthwork in formation, bridge works (other steel works),bridge works (supply of steel items), and miscellaneous works other than steel items, supply of cement.
  • Total length of the balance work of the new line is 0.650 Kilometers. Scope of work also includes the restoration and repair work of commissioned section Sheikhpura (KM 0.00 ) to Sarsajamalpur (KM 12.500) and from Sarsajamalpur (Km 12.500 ) to Km 15.800.

Availability of Land:

The major portion of the required land for the execution of works is available along the alignment. However, the contractor may have to take lease of the land temporarily for installation of his facilities like batching plant/ Casting Yard/ Site Workshop etc. The bidders are advised to make detailed study and cater for such expenditure in the bid.

Track Laying & Linking:

  • 60 Kg/90UTS rails on PSC sleepers with density of 1660 sleepers per km with 350 mm ballast cushion shall be provided for the main line. In station yards, for the loop lines, 52 Kg rails on PSC sleepers with a density of 1660 sleepers/Km with 350 mm ballast cushion have been proposed. The main line is proposed to be provided with LWR / CWR. Loop lines shall be provided with SWP/ LWR.
  • Yards will be tracked, Glued joints shall be provided wherever required. 60 Kg points and crossings on PSC fan shaped layouts have been proposed. Hard Stone ballast of 65 mm size with 350 mm cushion on the main line and the turnouts and 350 mm cushion on loops and sidings shall be provided.
  • The work also involves slewing / regrading of existing tracks and relaying / dismantling of P- way and Points & crossings, wherever necessary. After the formation is ready and cleared by the Engineer for track linking the rails (Single Rails/3 Rail Panels) shall be unloaded on the formation.
  • Flash butt welding shall be done to convert the single rails into LWR/CWR as per plan approved by RVNL by the contractor’s portable road trailer mounted flash butt welding machine.
  • If there is delay in formation being ready, single rails can be converted into 3/4 Rail Panels in depots and then these 3/4 Rail Panels can be converted into LWR/CWR after transferring them to formation. PSC sleepers shall be transported by road and stacked near level crossings.
  • The required quantity of ballast to the maximum extent (not less than 2 Cum per metre length) shall be brought by contractor’s dumpers on the formation and spread on the proposed alignment by the contractor’s grader.
  • The grader should spread and level the ballast in a width of 3.2 metre (Bottom) and cushion of 200 mm. The remaining quantity of ballast shall remain on the common cess of existing/proposed track, leaving clear space for linking of auxiliary track.
  • After laying of ballast is completed in a particular stretch between level crossings then auxiliary track shall be laid at a gauge of 3400 mm with centre line matching the proposed track.
  • Now the sleepers shall be lifted from the stacks near the level crossings with the help of hydra and kept on the formation between auxiliary tracks for being picked up by portals for leading them to point of laying in case portals are proposed to be used for transport and laying of sleepers.
  • Contractor shall bring his own mechanised portal equipment which will be capable of travelling on the auxiliary track and will transport the sleepers from L-Xing to the location of linking.
  • At the location of laying, the sleepers shall be laid at the required spacing ensuring that the centre line of sleepers matches with the centre line of proposed track. Instead of portals, sleeper laying equipment which does not require use of auxiliary track, can also be used for laying of sleepers.
  • After the sleepers are laid on the ballast bed of 200 mm thickness, contractor shall arrange his own Rail Threader to pick up the auxiliary track rails from both sides and lay on the PSC sleeper at Rail Seat to complete the laying of track.
  • The ballast lying along the track shall be put in the track in the cribs and shoulders for taking up the work of lifting the track to provide a required cushion of 350 mm. Track shall be lifted and aligned by small track machines.
  • The lifting and aligning machine should be light in weight and should be transportable by road from one site to another. This lifting, aligning and tamping may be required in 2-3 phases until the desired clear cushion and proper alignment is achieved.
  • Behind the lifting aligning machine, a contractor’s small track machine capable of tamping to be deployed. The Tamping machine should have 8 Nos. of tamping tools so that one sleeper can be tamped completely per insertion. This light duty tamper should be self propelled and should be transportable by road from one place to another.
  • The contractor shall unload additional ballast over the track by his own mechanised means or manually as per site conditions and directions of Engineer to achieve desired ballast profile.
  • For achieving the desired cushion and to fill the interspace of sleepers as well as crib ballast as per final profile, whatever ballast will be required in phases to be unloaded by the contractor with his own equipment and machinery.
  • The contractor, after a sequence of linking, lifting, aligning and packing with his own tools, plants and equipment shall bring the track parameters in floating condition within the tolerance limits as specified in IRPWM.
  • The track thus laid shall have speed potential of 45 kmph. After this Railway’s heavy ontrack tampers shall be made available for machine packing to achieve normal sectional speed.
  • Two packings shall be done by the contractor with Railway’s heavy ontrack tampers. After the first tamping the track shall be made suitable for speed potential of 75 kmph.
  • The second tamping (final tamping) shall be done in design mode and the track shall be made suitable for maximum permissible sectional speed. Profiling of ballast shall be done to achieve the ballast section as prescribed in IRPWM.

Eligibility:

Minimum average annual construction turnover in equivalent INR 150%x10.67 Cr= 16.005 Crores Calculated as total certified payments received for contracts in progress or completed, within the last three financial years.

Experience:

Execution as contractor, or subcontractor, at least One contract with a value of at least INR 0.6VCr. I.e 6.402 Cr (Where V is the value of works) that has been successfully or substantially completed within the last Seven years before the deadline for submission of the bids, and that is similar to the proposed work. The similar work here shall be that which includes quantity of key activity mentioned below:

  • Execution of minimum quantity of 0.5Q Lakh i.e 0.325 Lakh Cum (Where Q=Quantity of Earthwork in filling, cutting and blanketing in formation) of Earthwork / blanketing/sub base in railway/road formations/ runways /taxiway system of airports/dams/canals/power plants through single contract. OR

Execution as contractor, or subcontractor, at least Two contracts, each with a value of at least INR 0.35 V Cr i.e 3.7345 Cr. (where V is the value of works) that have been successfully or are substantially completed within the last Seven years before the deadline for the submission of the bids, and that are similar to the proposed work. Each similar work here shall be that which includes quantity of key activity mentioned below:

  • Execution of minimum quantity of 0.25Q Lakh CUM 0.16250 Lakh Cum (where Q=Quantity of Earthwork in filling, cutting and blanketing in formation) of Earthwork / blanketing/sub base in railway/road formations/ runways /taxiway system of airports/dams/canals/power plants through each contract.
