Rail Vikas Nigam Limited (RVNL) has invited tenders for Modernization of signal and Telecommunication workshop at Podanur, Tamil Nadu. RVNL is engaged in the development of railways and related infrastructure, and as part of this endeavour, the Employer has decided to undertake works connected to “Modernization of signal and Telecommunication workshop at Podanur, Tamil Nadu” and has decided to carry out the bidding process for selection of bidder(s) to whom the Contract may be awarded. The scope of work will broadly include Various Electronic equipment are used on Indian Railways by the Signalling and Telecommunication Department of Indian Railways for smooth running of trains. The safety and modern technologies are Designed and manufactured to meet stringent international safety standards.
- The governing standards are CENELEC/ SIL4 & Research Design & Standards Organisation (RDSO). The safety embedded systems are being manufactured under controlled process set and audited to ensure reliable working of equipment. Indian Railways uses many system like Electronic Interlocking, Datalogger, Digital Axle Counters, Fail safe block interface equipment.
- The EOI is being invited from interested firms to participate for “Supply, Installation, Testing and Commissioning of Machineries & Plants, Testing Equipment facility for manufacturing and repair of Sub-Assemblies of Electronic Interlocking & Datalogger being used on Indian Railways.”
- The project covers setting up facility for Machineries & Plants, Testing Equipment facility for manufacturing and repair of Sub-Assemblies of Electronic Interlocking & Datalogger. Electronic Interlocking and Dataloggers are being provided by their OEMs as per respective governing RDSO specifications. Machineries & Plants, Testing Equipment facility shall be such that manufacturing and/or repair of sub-assemblies of EI and Datalogger should be as per the requirement of RDSO specifications.
- The requirement of land, building, floor plans, Schematics of placement of various Machineries, Power supply schemes, Air conditioning requirement etc. shall be assessed by the firm for the project, however RVNL will provide these infrastructure facilities.
Scope of Work:
- Supply, Installation, Testing and Commissioning of Machineries & Plants, Testing Equipment facility for manufacturing and repair of Sub-Assemblies of Electronic Interlocking & Data Logger being used on Indian Railways.
- This includes Procurement and Installation of Machinery, Plants, Hardware and associated Software and accessories including PCB etc.
- Work also includes provision of design and schematics for appropriate fixing arrangements of various machineries, plants and testing equipment, floor plan for machineries & plants, testing equipment, power supply schemes including lighting and air conditioning for such facility.
Submission of Detailed Project Report (DPR):
- Firm shall submit the Detailed Project Report (DPR) including complete design of the facility along with floor plan for plant & machinery and testing equipment and their arrangements, Power supply scheme including lighting arrangement and air-conditioning. Firm shall also submit the details of any other requirement needed for setting-up of the facility.
- The Employer shall receive Applications pursuant to this RFEOI in accordance with the terms set forth herein as modified, altered, amended and clarified from time to time by the Employer, and all Applications shall be prepared and submitted in accordance with such terms on or before the date specified in Clause 1.3 for submission of Applications (the “Application Due Date”).
