Scope of Work:

  • This work is a part of Construction of Tunnels, Bridges and Formation Works from chainage  18+444 KM to 33+097 KM (FLS) under Package–2 in connection with 125 km new Broad Gauge (BG) railway line between Rishikesh and Karanprayag in State of Uttarakhand, India.
  • The new Broad Gauge (BG) Railway line between Rishikesh and Karanprayag is a very important development project undertaken by the Ministry of Railways. The purpose of providing Rail link between Rishikesh and Karanprayag is for facilitating easy access to pilgrimage centres situated in the state of Uttarakhand, connecting new trade centres, development of backward areas and to serve the population living in the area.
  • The entire length of the new line falls in Garhwal Himalayan range. The proposed alignment from Rishikesh to Karanprayag lies between Longitude 78015’E to 79015’E and Latitude 30005’N to 30020’N and passes through 5 districts i.e. Dehradun, Tehri Garhwal, Garhwal, Rudraprayag and Chamoli in the state of Uttarakhand.
  • The railway line traverses very rugged Himalayan terrain, with the alignment oriented across and sometimes sub parallel to the major thrust zones of Himalaya with complex geological conditions.
  • Total length of the new Single BG electrified line is 125 kms and comprises 17 tunnels, 16 Major Railway bridges and 12 new stations. National highway NH-58 connecting Ghaziabad in Uttar Pradesh to Mana in Uttarakhand runs along the proposed project meeting at important places like Shivpuri, Guller, Byasi, Kaudiyala, Lachmoli, Maletha, Srinagar, Dhari Devi, Tilani, Gholtir, Gaucher and Karanprayag.

Availability of Land:

  • The required land for the execution of bridge works is available at Gullar. However, the contractor may have to take lease of the land temporarily for installation of his facilities like batching plant/ Casting Yard/ Site Workshop etc. The bidders are advised to make detailed study and cater for such expenditure in the bid.

Approaches to the project site:

  • The proposed bridge is near NH-58 and the temporary approach road to the bridge site has already been constructed by the RVNL. However, these roads shall be maintained by the Contractor for good Motorable Condition.
  • Rates for maintaining the approach road shall be deemed to be included in the quoted rates and nothing extra shall be paid to the Contractor.

Specific Aspects of the project:

  • Entire works are located in Tehri districts in the state of Uttarakhand in vicinity of National highway 58. NH58 has been recently upgraded and widened to accommodate high traffic volume. The work area is in close vicinity to tourist attraction spots and care to the environment is of paramount importance.
  • The area falls in seismic zone-IV of Indian standard seismic zoning map of the country. Climatic conditions from tropical to the subpolar type prevail in the region. The area is influenced by the south-west monsoon.
  • The monsoon commences early July and continues up to early September. Three months viz. April, May and June are the hottest months with average temperature of 28⁰ C and highest temperature touching 40⁰ C. December, January, February are the coldest months with average temperature of 13⁰ C and minimum temperature touching 2-3⁰ C.
  • As per annual 5 years (2009 to 2013) average rainfall, as sourced from IMD, downpour in Dehradun is 1693 mm, Chamoli is 1102 mm, Pauri Garhwal is 1068 mm and Tehri Garhwal is 846 mm. High relative humidity occurs during the monsoon season and the maximum relative humidity is observed during July and August (95.5–99.2%).
  • Vehicles carrying material and machinery for construction of works will pass through Rishikesh, which has severe capacity constraints and will become a bottleneck when the entire project is in full swing. Traffic movement may be restricted during daytime through Rishikesh city/ Chardham yatra season.
  • Every year during the months of June to August, heavy tourist rush is observed. During the monsoon period, every year from July to September, traffic movement gets restricted due to temporary blockage of NH-58 on account of landslides.
  • Therefore, contractors are advised to maintain higher reserves of critical materials during this period.
  • Mining of aggregates from river beds is banned every year generally around 1st July to 1st September in the entire state of Uttarakhand. Contractor shall maintain an evidence buffer stock for all types of aggregates required in works for these 3 months every year on 15th June as per contractor’s work program.

Eligibility:

Average Annual Construction Turnover:

  • Minimum average annual construction turnover in equivalent INR 12.08 Crores Calculated as total certified payments received for contracts in progress or completed, within the last three financial years (refer note below the table).

Specific Construction Experience:

  • Execution as contractor or subcontractor, at least One contract with a value of at least INR 4.83 Cr. that has been successfully or is substantially completed within the last Seven years before the deadline for submission of the bids, and that is similar to the proposed work. The similar work here shall be that which meets the requirement of any one of the following:
    • Construction of cast in situ 20.79 m or longer spans with total length of such spans being 30.85 m or more in Railway/road/metro rail bridges (including Viaducts).
    • Execution of 170 m of installation of a pier of dia of 1200 mm or more in Railway/road/metro rail bridges (including viaducts).
    • Execution as contractor or subcontractor, at least Two contracts, each with a value of at least INR 2.82 Cr. that have been successfully or are substantially completed within the last Seven years before the deadline for the submission of the bids, and that are similar to the proposed work.
  • Each similar work here shall be that which meets the requirement of any one of the following:
    • Construction of cast in situ 20.79 m or longer spans with total length of such spans being 20.79 m or more in Railway/road/metro rail bridges (including Viaducts).
    • Execution of 85 m of installation of pie of dia of 1200 mm or more in Railway/road/metro rail bridges (including viaducts).
