Scope Of Work:
- The work in this document comprises Design, Manufacture/Assembly, Supply, Testing and Commissioning of Two Sets Each of Rail-cum-Road Vehicle and Rerailing and Rescue Equipment for Surat Metro Rail Project, supply of spares and tools and the training of operation and maintenance personnel of the Purchaser.
- Lot I – “Design, Manufacture/Assembly, Supply, Testing and Commissioning of Two Sets of Rail cum Road Vehicle for Surat Metro Rail Project”
- Lot II – “Design, Manufacture/Assembly, Supply, Testing and Commissioning of Two Sets of Re-railing and Rescue Equipment for Surat Metro Rail Project.”
- Bidders may participate for Lot I or Lot II or Lot I and Lot II combined.
Eligibility:
- Lead partner must have a minimum of 26% participation in the JV/Consortium. Each other partner should have a minimum of 20% participation in the JV/Consortium. The lead partner in case of JV/Consortium, shall be one who has experience as mentioned in NIT 1.5.4.
- The Tenders for this Contract will be considered only from those Companies, Corporations, Consortiums and Joint Ventures, who meets the Eligibility Criteria based on the information and documents submitted with Appendix FT-3 to Form of Tender (i.e., Eligibility Criteria cum Qualification Requirement (ECcQR) of Volume – 1).
- Financial Evaluation shall be made only for the responsive Tenders. A responsive tenderer is the one whose offer passes the Eligibility Criteria, Qualifying requirements and Technical requirements.

- The Tenderers may obtain further information/ clarification, if any, in respect of these Tender documents from the office of Sr. DGM/Civil & Procurement, Gujarat Metro Rail Corporation (GMRC) Ltd., Block No.1, First Floor, Karmayogi Bhavan, Behind Nirman Bhavan, Sector 10/A, Gandhinagar-382010, Gujarat, India.
- The intending Tenderers must be registered on our e-tendering portal. Those who are not registered on our e-tendering portal shall be required to get registered beforehand.
- After registration, the Tenderer will get their user id and password. On login, Tenderer can participate in the tendering process and can witness various activities of the process.
- The Tenderer shall submit the Tender Fees & Tender Guarantee (Envelope-1), Technical Bid (Envelope-2) and Tender Document and Addenda (Enveope-3) in physical form only. The Technical Bid shall be submitted both in physical form and online form.
- Financial Bid is not to be submitted in the physical form. Financial Bid must be submitted online only. Further, instructions for on-line bid submission are furnished in ITT.
- Both the submissions (Technical and Financial) are to be submitted on or before the last date and time mentioned in NIT.
- Submission of Tender after due date and time shall not be accepted under any circumstances.
- Tenderer alone shall be responsible to ensure that his Tender is uploaded online on e-tendering website, well before the last date and time of submission. GMRC will not be responsible for non-receipt of Tender submission in physical form and online or non-submission of Financial bid online as mentioned above due to any delay and/or loss etc.
