Uttar Pradesh Metro Rail Corporation (UPMRC) Ltd. has recently issued a Letter of Acceptance (LoA) to M/s URS Certification Limited for the Integrated Certification for the environmental and occupational health and safety management system. This certification aligns with the requirements of ISO 14001 and ISO 45001 for civil construction works of 14 stations and 1 Depot for Corridor-1 of Agra Metro Rail Project.

- Contract Period: 24 Months
Background:
In September 2023, UPMRC initiated the tender process for Tender Number: AGISO-02
Scope of Works:
The Certification process for the entire Corridor will be executed in 2 stages.
- Stage I: Audit and Certification for Agra project with scope of work covering 6 stations and 1 depot.
- Stage II: Remaining work of certification of 8 stations will be carried after completion of work in Stage I, by Subsequent Surveillance audits, based on project progress or annually. Surveillance audits primarily will check the effectiveness of the system and extend the existing scope (scope covered in stage I) to all the stations being under construction and cover all the stations eventually.
Scope of Services:
The work will be carried out in the same manner in both stages.
Pre-Certification Audit:
Stage-I:
- Verification of documents
- Station/site visit
- Preparation and Issue of Audit report
- The audit report shall mention the non-compliance observed, comparison of system with respect to ISO requirement for all concerned departments.
Stage-II:
- Verification of documents
- Station/site visit
- Evaluation of Non compliances raised during stage-I audit.
- Review of documents/records
- Preparation and issue of Audit Report
Issue of Certificates:
The ISO certificates to be issued in the name of Uttar Pradesh Metro Rail Corporation Ltd., Agra Metro Rail Project. The Certificate should clearly mention the stations and chainages covered under the scope.
Timeline to complete the work is as follows:

Other Conditions:
- There will be complete coordination between the agency and UPMRC to review the progress of work done at each stage and UPMRC will review the progress of work at regular intervals.
- In case of premature termination, no extra compensation will be payable. UPMRC in that case will make payment of remuneration to the extent of the services rendered till that time.
- The agency will attend all the meetings and make presentations to the client and also in other forums as and when required in connection with EMS and OHS implementation.
- All the documents created out of the assignment work, will become the sole property of UPMRC, and UPMRC will be free to use the same in any manner deemed fit.
- The agency will exercise all reasonable skill, care diligence in the performance of the services under the agreement and shall carry out all the responsibilities with recognized professional standards.
- The agency shall provide a list of professionals / Team working for the project and shall not change the team without prior knowledge and approval of UPMRC.
Work Site:
- The work site will be Corridor 1 of Agra Metro Rail Project from Taj East Gate to Sikandra of Uttar Pradesh Metro Rail Corporation as detailed below:
- At the station locations of the 14 nos. of upcoming stations i.e. Taj East Gate to Sikandra Metro Station.
- Metro Depot area
- Corridor 1 alignment – Taj East Gate to Sikandra
Contractor’s Obligations:
The Contractor is responsible for Providing “Integrated Certification for the Environmental and Occupational Health & Safety Management System as per the requirements of ISO 14001 and ISO 45001 for civil construction works of 14 stations & 1 Depot Corridor -1 of Agra Metro Rail Project” All the equipment, accessories, machinery & expertise required for providing Consultancy services for ISO 14001 & ISO 45001 certification during construction phase of Corridor-01 Agra Metro Rail Project shall be arranged by the contractor & the cost of the same should be borne by the contractor.
Site Visit:
- The tenderer is advised to visit and examine the site of work and its surroundings at his/their cost and obtain for himself in his own responsibility, all information that may be necessary for preparing the Tender and entering into a Contract.
- The agency shall be deemed to have inspected the site and its surroundings before and taken into account all relevant factors pertaining to the Site in the preparation and submission of the Tender.
- Tenderer will follow recommendations and all other statuary Rules, Regulations and Acts etc. The applicable labour laws are to be adhered to by the tenderer.
