Bangalore Metro Update: Tender invited for IT network infrastructure revamp at stations and depots

Bangalore Metro Rail Corporation Ltd., (BMRCL) invites open Bid from eligible, reputed and experienced Consultants (JV/Consortium Not Permitted) for IT network infrastructure revamp at Stations and Depots.

Work Experience:

  • The Tenderer should have executed he works/ have experience in ‘similar works’ in any of the following organisations during last five (5) years:
  • In any Metro Rail Corporation Limit/ Central Govt. / State Govt / PSUs / Govt. bodies / Military Engineering Services/ Railways, or
  • In any information Technology Parks / Public Limited Companies / Special Economic Zones. 

The Bidder shall be:

  • Original Equipment Manufacturer (OEM) of the Core and Access Level Layer 2/ Layer 3 Network Switches, or Public Sector Undertakings (PSUs) wholly or partially owned, by the Central government PSUs wholly or partially owned by the state government Central Public Sector Enterprises or any other government bodies with Authorization from the OEMs of Core and Access Level Layer 2/Layer 3 Switch, Manufacturers as per the ANNEXURE-8.
  • In any of the above 2 cases (iand ii), the Bidders themselves or the OEMs proposed by the Bidders should have supplied. installed and commissioned. IT Networking System with Aggregation Switches, Care switches, DNS, DHCP, IPAM.
  • Firewall and Access ControI Systems with Time and Attendance Software in Metro Rail Stations/Depots in INDIA in the last Three (03) years.
  • The Relevant Letter of Acceptance (LOA work orders/ Purchase Order copies shall be furnished. The Bidders shall provide the manufacturer Authorization form as per ANNEXURE-8 for all the BOQ items.
  • All the tenders shall provide the requested information accurately and in sufficient detail In Section 3: Qualification information.

To qualify for award of this Contract:

  • Each Tenderer in its name should have In the last five financial years i.e. 2017-18. 2018-19 2019-20,2020-21 and 2021-22 achieved in at least two financial years a minimum annual financial turnover of Rs 4931.22 Lakhs.
  • Each Tenderer in its name should have successfully completed or substantially completed similar works during last five (05) years either of the following:
    • One similar work costing not less than the amount equal to Rs. 1232.80 Lakhs;
    • Two similar works costing not less than the amount equal to Rs. 986.24 Lakhs;
    • Three similar works costing not less than the amount equal to Rs. 739.68 Lakhs.
  • Each Tenderer or the OEM should have executed in any one year during the last five years. (for a continuous period of 12 months), the minimum quantities of work are as follows;
    • Core switch- 12 nos
    • Aggregation switch – 318 nos
    • Industrial Grade Optical Network Unit / Optical Network Terminal – 5200 nos
    • Optical Fibre Cable – 6F/2F – 2700 kms
    • Fibre Splitter – 3450 nos
    • Firewall – 6 no
    • Cat6 cable – 18.72Km
    • Access Control Systems with Time & Attendance- 936 nos
    • DNS/DHCP and IPAM (5000 End points each) – 6 nos
    • Optical Line Terminal – 165 nos

Similar Works:

  • Similar Works means Installation and commissioning of IT Network Infrastructure including Core or Access Level Layer 2/Layer 3 Switches and related IT Systems with having obtained authorization from the OEM of the Core or Access Level Layer 2/Layer 3 Switches.
  • Substantially completed works means those works which are at least 90% completed as on the date of tender submission (i.e. gross value of work done up to the last date of submission is 90% or more of the original contract price) and continuing satisfactorily.
  • Last five (5) years shall be counted from 28 days prior to the date of submission of Tender. 
  • Completion certificates for works issued by Private parties shall be supported by TDS (Tax Deducted at Source) certificates.
  • In case the Tenderer has executed works/contract for a client , which includes other works in addition to similar works, then the Tenderer should provide a client certificate clearly indicating the amount of work done in respect of the “similar work” in support of work experience.

Each Tenderer should further demonstrate:

  • Availability by owning of the required I specified key and critical equipment for this work; and can also be deployed on lease / hire basis for all works provided, the relevant documents for availability for this work are furnished.
    • OTDR – 02 Nos
    • Splicing Machine – 02 Nos
    • Visual Fault Locator – 02 Nos
    • Drilling Machine set – 02 nos
    • Scaffolding materials, Ladders and other tools etc., to cover 50 Mtrs long and height as required (Minimum 6.00M) – 1 set.
  • Liquid assets and for availability of credit facilities of not less than Rs 616.40 Lakhs (Credit lines/ letter of credit/ certificates from banks) for meeting the fund requirement etc.
