Delhi Metro floats tender for ISA services for signalling & train control system for Line-10 & platform gates, PSD system for Line-7,8 & 10 of Phase-4

Delhi Metro Rail Corporation Limited (DMRC) has floated open e-tenders from eligible applicants, who fulfil qualification criteria for Independent Safety Assessment services for signalling & train control system for Line-10 (Aerocity to Tughlakabad, including i-ATS) and platform gates & platform screen doors system for Line-7 extension (Maujpur to Majlis Park), Line-8 extension (Janakpuri West to R.K. Introduction:

The ISA will carry out safety assessment of the Signalling & Train Control System, Platform Gates and Platform Screen Door System and the interfaces with the other systems such as Track, Rigid Overhead Contact System, Civil engineering works, Tunnel Ventilation System, Fire Safety provisions, Evacuation methodology etc.

The Works for the Signalling & Train Control system and Platform Gates & Platform Screen Doors system shall be carried out by the DS06 and DS08 contractors respectively.

Role of the ISA:

  • The role of the ISA can be broadly summarised as per the following responsibilities.
  • To perform independent safety assessment in accordance with the required standard (CENELEC EN 50126, CENELEC EN 50128, CENELEC EN 50129);
  • To verify that the required level of safety is achieved;
  • To perform independent safety assessment of “Standard Operating Procedures for normal/degraded/emergency Train Operation” for -mode of operation on main line and Depot of Line-10, in accordance with international norms/global practice/standards (IEC- 62267 & IEC- 62290).
  • To give an independent third-party opinion on the safety of the system; and
  • To put the Employer (DMRC) into a position to allow operations for revenue service.

The output of such assessment shall confirm that:

The Signalling & Train Control system and Platform Gates & Platform Screen Doors Systems safety requirements are completely defined;

The Signalling & Train Control system and Platform Gates & Platform Screen Doors System is compliant with all safety requirements;

All safety risks have been correctly identified, and either eliminated or reduced to an acceptable level;

The Signalling & Train Control system and Platform Gates & Platform Screen Doors System is capable of being operated and maintained to an adequate level of safety;

All necessary safety documents, in particular the various system and subsystems safety cases have been produced, assessed and approved accordingly;

All necessary “Standard Operating procedure for normal/ degraded / emergency train operation” for UTO mode of operation on main line and depot have been assessed and approved accordingly.

The Signalling & Train Control system and Platform Gates & Platform Screen Doors System are deemed fit for revenue service operations with passengers.

Project Overview:

Line-10 consists of approximately 23.8 km of elevated/Underground sections from Aerocity to Tughlakabad station. There are Fifteen (15) stations having Signalling and Train Control systems on this line and one (1) Depot at Sarita Vihar.

This Line will be opened for revenue service as per the schedule provided in DS06 Appendix V of PS. There will be provision of i-ATS (jointly developed by DMRC and BEL) in parallel with the ATS system supplied by the signalling contractor as per the interface requirements provided in the contract DS06 (refer Appendix A8 of DS06 PS).

Line-7 Extn consists of approximately 12.558 km of elevated section from Maujpur to Majlis Park station. There are eight (8) elevated stations having half height platform gate systems on this line and one (1) depot located at Mukundpur.

Line-8 Extn consists of approximately 29.26 km of elevated/underground section from Janakpuri West to R.K. Ashram station. There are Twenty-Two (22) stations out of which fifteen (15) elevated stations have half height Platform Gate & Seven (7) underground stations have full height Platform screen door system and one Depot at Mukundpur.

Line-10 consists of approximately 23.8 km elevated/underground section from Aerocity to Tughlakabad station. There are Fifteen (15) stations out of which Four (4) elevated stations have half height Platform Gate & Eleven (11) underground stations have full height Platform screen door system and one Depot at Sarita Vihar. 

The Line-7 Extn, Line-8 Extn and Line-10 will be opened for revenue service as per the schedule provided in Appendix V of DS08 PS.

Scope of Works:

The Works to be executed under the contract DS06 include the design, manufacture, supply, installation, testing & commissioning and technical support for a complete, integrated Communication based Signalling & Train Control System for Line-10 (Aerocity to Tughlakabad, including i-ATS),including the supply of spares and the training of Operation and Maintenance (O&M) personnel and the contract DS08 include the design, manufacture, supply, installation, testing & commissioning of Platform Gates & Platform screen doors for Line 7 Extn (Maujpur to Majlis Park), Line 8 Extn (Janakpuri West to R K Ashram) and Line 10 (Aerocity to Tughlakabad),including the supply of spares and the training of Operation and Maintenance (O&M) personnel. 

The ISA Consultant’s safety activities shall closely follow every stage of the respective Contractors’ development process.

The ISA Consultant shall verify that the required level of safety is achieved by the  Signalling & Train Control system and Platform Gates & Platform Screen Doors System, including interfaces with other systems, to ensure the safe operation of the Metro as per reference document.

The ISA Services shall be limited to the safety aspects of the respective Contractors’  activities regarding design, manufacturing, installation, Testing & Commissioning, and inputs to O&M.

Aspects such as Reliability, Availability, Maintainability (RAM), non-safety functions, Safety, Health & Environment (SHE) during the construction phase, as well as security are not part of the ISA Services.

The ISA Consultant shall assess both the Hardware and Software components of the  Signalling & Train Control system and Platform Gates & Platform Screen Doors System.

The ISA Services shall be performed following the principles and processes described in the CENELEC Railway application standards EN50126 ([6]), EN50128 ([7]) and EN50129 ([8]), as well as the relevant CENELEC guidelines for the implementation of these standards.

The ISA objective shall be to collect, inspect and analyse all necessary data from all  stakeholders to assess whether the respective Contractors have, throughout the project duration, applied appropriate processes and safety solutions in accordance with the requirements of the applicable safety standards, the Contract between the Employer and the respective Contractor, as well as the applicable local and national laws/acts. Where some of the documents are not being made available, the relevance of the same and the need for the same shall be justified by ISA for the Employer’s Engineer to intervene and provide the same from the contractor.

The ISA shall be focussed on the Signalling & Train Control and PSD System, however, the ISA Consultant shall ensure that all hazards have been mitigated, including those shared with other systems such as, but not limited to, Rolling Stock, Track, Traction, Power Supply, Tunnel Ventilation System, Fire Safety provisions, Civil Works and Evacuation methodology etc. 

The ISA Consultant shall also assess the documentation of all systems directly or indirectly interfacing with the Signalling & Train Control and Platform Gates & Platform Screen Doors System as well as documentation related to Operation and Maintenance.

The ISA shall perform, safety assessment of “Standard Operating Procedures for normal/degraded / emergency Train Operation” for UTO mode of operation on main line and Depot of Line-10, in accordance with international norms/ global practice standards (IEC- 62267 & IEC- 62290). The conclusions of the ISA Consultant shall be provided through deliverables as detailed in Clause 5.

Eligibility:

Minimum average annual turnover of INR 2.25 Crores, calculated as total certified payments received for Contracts in progress and/or completed, within the last 05(i) years.

Work Experience:

A minimum number of similar contracts that have been satisfactorily and substantially (iii) completed as a prime contractor (single entity or JV/Consortium member) (iv)) between 1st January 2016 and the Bid submission deadline as follows:

  • At least One similar work of value of INR 4.81 crores or more, or
  • Two similar works each of value of INR 3.01 crores or more, or
  • Three similar works each of value of INR 2.41 crores or more

The “Similar works” for this contract shall be “Independent Safety Assessment Signalling & Train Control with/without PSD work in Metro environment.
