Delhi Metro Update: Bids invited for supply of 288 coaches for extended sections of Line 7 & 8 and Aerocity-Tughlakabad Corridor for Phase-4

The Delhi Metro Rail Corporation Limited (DMRC) has invited bids (in two parts: Part-A & Part-B) for supply of 288 Nos. of Metro Coaches for Extended Sections of Line 7 & 8 and Aerocity–Tughlakabad Corridor for Phase-4 of Delhi Metro project.

Funds:

  • Government of India (hereinafter called “Borrower”) has received a loan from Japan International Cooperation Agency (JICA) toward the cost of DMRC Phase –IV project.
  • Part of this financing will be used for payments underthe contract named above except for the Maintenance under Part-B, which will be funded by DMRC’s own funds.
  • Bidding will be conducted through procedures in accordance with the applicable Guidelines for Procurement under Japanese ODA Loans, and is open to all Bidders from eligible source countries, as defined in the Loan Agreement.
  • DMRC is the Employer of the Project for the financing received from JICA.
  • DMRC is a 50:50 joint venture of the Government of India and the Government of National Capital Territory of Delhi.

General Details:

  • DMRC is proceeding with the implementation of the Mass Rapid Transit System (MRTS) between (i) Janakpuri West to R.K. Ashram Corridor (ii) Mukundpur to Maujpur (iii) Aerocity to Tughlakabad Corridor.
  • These include extensions of the existing Lines and new corridors.
  • At present the Line 7 i.e. Majlis park to Maujpur is being operated in two parts due to pending construction work between Mayur Vihar Pkt-1 to Trilokpuri Sanjay Lake station.
  • The section Majlis park to Mayur vihar is having depot at Mukundpur and section Trilokpuri Sanjay Lake to Maujpur and Maujpur or Shiv Vihar is having depot at Vinodnagar.
  • Mukundpur and Vinod Nagar Maintenance Depots are associated with Line 7, Kalindikunj and Mukundpur Depots are the associated Maintenance Depots for Line 8 and Sarita Vihar Depot is associated with Line 10.

Scope of Works:

The Scope of Works under this Contract covers design, manufacture, supply, testing and commissioning of passenger rolling stock and the training of operation and maintenance personnel for DMRC MRTS for all trains supplied under part A and part B unless specified otherwise.

  • The Scope also covers supply of spares, special tools, testing and diagnostics equipment, jigs and fixture etc for maintenance, repair and overhaul of cars for extension of Line 7 & Line 8 corridors while comprehensive maintenance for Line 10.
  • The cars required for the corridors shall be of modern design, lightweight made of stainless steel, with 3 phase AC drive having V.V.V.F control, regenerative braking, suitable for CBTC based ATP, ATO, etc. provided by other Designated Contractors and shall be suitable for Unattended Train Operation conforming to Grade of Automation– ‘GOA4’ as specified in IEC62290 latest version.
  • The cars shall operate on 25 kV AC single phase 50 Hz overhead rigid collection system for underground section and 25 kV ac single phase flexible OCS system for elevated and at-grade sections.
  • For the cars manufactured in India (onshore factory), an essential condition for complying with the bid is that the Contractor shall establish facilities either independently or with an Indian Partner for local manufacture of coaches in India.
  • In case local manufacture is undertaken in the facilities of the local partner, Quality control (total) and testing at works shall be the responsibility of the member of consortium based on whose credentials the bidder has qualified for this bid.
  • The bidder shall submit detailed proposal indicating details of the Indian Partner (if any), the place of manufacture in India, work schedule etc in the bid.
  • For the manufacture of cars in India in addition to the details submitted in the bid, the Contractor shall submit detailed proposal for approval by Employer within 6 (six) months of award of contract.
  • The Tenderer are advised to survey manufacturing facilities already existing in India and make use of the same, if considered useful by them.
  • While selecting the manufacturing facilities for the car body manufacturer, it shall be ensured that the car body manufacturing line shall be exclusively dedicated to stainless steel manufacture/welding and shall be physically totally partitioned from manufacturing related works with any other varieties of steel.
  • This shall specifically be certified and committed while deciding local manufacture of car body and its components.

Localisation:

  • Maximum number of 6-car trainsets that can be manufactured in the off-shore factory outside India is 12 trainset of 6-car each i.e. 72 cars.
  • Balance cars shall be manufactured in India.
  • For this, an essential condition for complying with the bid is that the Contractor shall establish facilities either independently or with an Indian Partner for local manufacture of coaches in India.
