Delhi Metro Update: Tenders invited for commissioning of Receiving and Auxiliary Main Substation for Phase-4 project

The Delhi Metro Rail Corporation Limited has invited online open e-tenders from eligible Bidders for the construction, design, execution and completion of “Contract DE-04: “Design,  Detail Engineering, Supply, Installation, Testing & Commissioning of Receiving and Auxiliary Main Substation including High Voltage Cabling from Grid Substation for Phase-IV of Delhi Metro Rail Project” International Competitive Bidding will be conducted in accordance with JICA’s“ Single-Stage Two-Envelope” Bidding Procedure.

General Requirements:

The Tender’s attention is drawn to the General Conditions (GC), Particular Conditions (PC), Employer’s Requirements (General specifications and Particular specifications) and Tender Drawings, which are to be read in conjunction with the Bill of Quantities. This Preamble shall serve as a definitive guide to the measurement of quantities and payment.

  • The Tenderer should quote the rates considering that this contract is on Turnkey basis. 
  • This Contract is a re-measurement Contract for “Design, Detail Engineering, Supply, Installation, Testing & Commissioning of Receiving and Auxiliary Main Substation Including High Voltage Cabling From Grid Substation For Phase-IV Of Delhi Metro Rail Project.”
  • The Notice to Proceed for the works of augmentation at Indraprastha (old) RSS and Rithala RSS shall be issued to the contractor separately for the commencement of work at these RSS.

The scope of work shall include but not limited to:

  • Detailed design and engineering, transfer of technology, supply, installation, testing (including integrated testing and commissioning), technical support, supervision of maintenance, training of Employer’s staff, Supply of Spares, Tools and documentation for a complete System, necessary to deliver the requirements of this Specification including but not limited to:
    • The construction studies and drawings, design, verification of site data, drawings, programs for execution, schedule of ordering, schedule of receipt.
    • The procurement of the whole equipment including spare parts, tools, special tools, manufacturer’s recommended tools and testing equipment.
    • The on-site erection and setting of electrical fixed installations and technical buildings described in relevant Basic Design documents.
    • The in-plant testing, and acceptance tests.
    • Inspection and Maintenance of Installed plant and equipment’s during specified period.
    • Transfer of technology.
    • The on-site testing.
    • The commissioning of installation, and acceptance protocols.
    • Deployment of maintenance staff during DLP.
    • The supply of relevant documentation mainly including:
      • Design documents, calculations, drawings.
      • Installation, execution, and as-built drawings.
      • Test procedures.
      • Maintenance operation manuals; the contractor is required to
      • submit soft copies of all the documents.
    • The on-site training sessions.
    • The work shall include all activities to make the units fully functional and to meet the requirements of power supply arrangement.

Scope and Purpose:

This Specification defines the objectives, guidelines and requirements for Design, Supply, Installation, Testing and Commissioning of Receiving Substations (RSS) of DMRC Phase-IV Project at the following locations:

Along with above mentioned RSS, some augmentations at existing RSS have also been planned under the scope of this contract.

Project Update:

Meanwhile to expedite work on the Trilokpuri section of Pink Line, the Delhi Metro adopted a unique construction method by using steel girders instead of the conventional concrete ones. Construction of concrete girders would have required the establishment of a casting yard and it would not have been feasible to set up a casting yard for such a small stretch within a short duration of time.

  • Therefore, steel girders were installed on this stretch.
  • A total of 40 steel girders have been placed on 10 spans for the 290 metre-long section.
  • These steel girders have been fabricated and brought from a workshop at Ambala in Haryana.
  • This has not only saved time but also there was no need to create a separate casting yard for the concrete casting of the girders.
  • The length of these girders varies from 16 to 38 metres.
  • The height of the viaduct stands at about 8 to 9.5 metres.
  • A curved span of radius 200 metres is also a part of this stretch.
  • Earlier, for the construction of the Chattarpur Metro station also, DMRC had adopted a similar method of using steel structures because the construction of that station was also delayed due to land acquisition issues.
  • The work on installing these steel girders and casting of deck slab was completed in April just before the second surge of the Covid pandemic.
  • This was a significant achievement because the civil construction on this stretch was started in early 2020 and was repeatedly hampered by the pandemic induced lockdowns and issues such as non-availability of workforce.

Current Status:

  • Now, track laying and other ancillary works have commenced on this stretch between Mayur Vihar Pocket-1 and Trilokpuri Sanjay Lake following the completion of civil work.
  • In addition, Overhead Electrification work is also under progress.
  • The track laying work is expected to be completed by the end of June.
  • Preliminary trials are expected to start thereafter.
  • All efforts are being made to further expedite the progress of work on this particular stretch.
  • The section shall be operational immediately after receiving the mandatory clearances from all concerned authorities.


  • Once completed, this section will connect the two ends of the Pink Line and will provide seamless connectivity to a long range of localities in the National Capital Region.
  • Important transport hubs such as Nizamuddin Railway Station, Sarai Kale Khan ISBT, Anand Vihar Railway Station, Anand Vihar ISBT, Delhi Cantt. Railway Station, and prominent markets like Dilli Haat – INA, Sarojini Nagar and Lajpat Nagar will get direct connectivity through this corridor.

Longest single Metro corridor:

  • This corridor will further be extended from Majlis Park to Maujpur in Phase-IV, making it the longest single Metro corridor in India at approximately 70 kilometers.
  • After completion of the Phase-IV, the Pink Line will also become the only Ring Corridor of Metro in the country.

Additional Details:

  • DMRC is also developing an internal road below the viaduct at Trilokpuri which will connect the Vasundhara Road and Trilokpuri Road.
  • The road will be 140 metres in length.
  • This will help in decongesting the area and will ease the traffic scenario.
  • While the presently operational sections of the Pink Line were made functional in 2019, this small stretch got delayed due to the unavailability of encumbrance free land.
  • After following the due process of law, the land was acquired and R&R (Rehabilitation and Resettlement) of Project Affected Persons was done for commencement and completion of construction work.
