DFCCIL invites tender for commissioning of Intelligent Track Condition Monitoring & Maintenance Management Services on DFCCIL

Dedicated Freight Corridor Corporation of India Limited (DFCCIL) has invited open e-tenders, in Single Stage Two Packet System on the prescribed mentioned work:

Scope of Work:

  • Installing, Commissioning and Operation of System for 36 months with the provision for further extension to 60 Months on mutually agreed terms. Initial 06 months is for Installation & Commissioning of TCMMM and after this actual work will start ( 36 Months period is execluding these intial 06 months).
    • Self-propelled/Portable Track Condition Monitoring System with the  provision of capturing & recording Track Parameters and conditions (listed as under) at not less than 40 Kmph. The generated data need to be developed in digital/numerical and graphical form showing various  parameters recorded and their inter-relationship wherever applicable. Scripts to provide workflows that guide field official through the asset condition verification process effectively providing a list of questions that they need to answer in order to complete the condition verification exercise. Analyze these parameters captured through the aforesaid,  Track recording Cars being procured by DFCCIL, Oscillograph results and any other method deployed by DFCCIL etc. Categorizing the analyzed data and giving outputs for planned, predictive and preventive/immediate maintenance need. The output should also be provided to users through mobile app.
    •  Portable Vision Devices for capturing the visual conditions of rails, sleepers, missing fittings, mud pumping locations and analyze the data by Artificial Intelligence for giving input to TCMMM for regular/ predictive and  preventive measures based on threshold parameters furnished to the service provider. 
    • Development of Intelligent Track Condition Monitoring & Maintenance Management Software . 
    • Maintenance Management Software – Android/ios based softwares for hand held devices like tabs/mobiles etc. for measurement/recording required observations/ parameters at Field level including “in the field” data entry of track inspections, defects and repairs, for its implementation of TCMMM as per suggested yardsticks with due approval by DFCCIL.
    •  Training to DFCCIL maintenance staff for use of TCMMM. 
  • To transmit the processed data and other required software files into an object storage arranged by the developer/agency. In case DFCCIL desires to transmit the processed data and other required software files into an object storage provided by DFCCIL as per any designated time schedule, the contractor has to do the same without any extra cost. A web and mobile application shall be developed by the developer to analyze, process and display the historical stored data in the format desired and approved by DFCCIL. 
  • To provide central repository and back up inspection and defect records securely. 
  • Generate reports and MIS in the prescribed manner and frequency.

About DFCCIL:

  • The Indian Railways’ quadrilateral linking the four metropolitan cities of Delhi, Mumbai, Chennai and Howrah, commonly known as the Golden Quadrilateral.
  •  And its two diagonals (Delhi-Chennai and Mumbai-Howrah), adding up to a total route length of 10,122 km comprising of 16% of the route carried more than 52% of the passenger traffic and 58% of revenue earning freight traffic of IR. 
  • The existing trunk routes of Howrah-Delhi on the Eastern Corridor and Mumbai-Delhi on the Western Corridor were highly saturated, line capacity utilization varying between 115% to 150%. 
  • Railways lost the share in freight traffic from 83% in 1950-51 to 35% in 2011-12.
  • The growth of the Indian economy has created demand for additional capacity of rail freight transportation, and this is likely to grow further in the future. 
  • This burgeoning demand led to the conception of the dedicated freight corridors along the Eastern and Western Routes. 
  • Minister for Railways, made this historic announcement on the floor of the House in the Parliament while presenting the Railway Budget for 2005-06.
  • This led to the establishment of “Dedicated Freight Corridor Corporation of India Limited (DFCC)”, to undertake planning & development, mobilization of financial resources and construction, maintenance and operation of the dedicated freight corridors. 
  • DFCC was incorporated as a company under the Companies Act 1956 on 30th October 2006.
