GMRC invites RFP for commissioning of 406 kw rooftop solar panels at Apparel park and Gyaspur Metro Depots

The Gujarat Metro Rail Corporation (GMRC) Limited has invited open tenders for the work, “Design, Engineering, Supply & Procurement, Erection, Testing, Commissioning and Comprehensive Operation & Maintenance for 5 (five) years for 406 kw (ac) grid connected rooftop solar photovoltaic power project on rooftop of various buildings at two locations (i) Site 1- Apparel park depot (206 kw) and (ii) Site 2- Gyaspur depot (200 kw) of Gujarat Metro Rail Corporation (GMRC) ltd, Gujarat”

Scope of work:

  • The Tender is invited for Design, Engineering, Supply & Procurement, Erection, Testing, Commissioning and Comprehensive Operation & Maintenance for 5 (five) years for 406 kw (ac) grid connected rooftop solar photovoltaic power project on rooftop of various buildings at two locations (i) Site 1- Apparel park depot (206 kw) and (ii) Site 2- Gyaspur depot (200 kw) of Gujarat Metro Rail Corporation (GMRC) ltd, Ahmedabad in the state of Gujarat.
  • In grid connected solar photo-voltaic (PV) systems, electricity generated is fed into the building loads that are connected to the grid through a service connection with surplus energy being fed into the grid and shortfall being drawn from the grid.
  • Grid-connected solar PV systems have no battery storage and will not work during grid outage.
  • For buildings with grid-connected solar PV systems, the service connection meter needs to be of the bidirectional type, whereby import kWh and export kWh are separately recorded.
  • The modules should be manufactured in India only.
  • Rest of the components can be procured from any source.
  • However these items should meet the Technical specification and standards mentioned in RFP.
  • The Bidder shall be obligated to perform following Scope of Work in relation to the Project.

The Scope of Work of the Bidder includes, but is not limited to, the following:

Project Development:

Design, develop, procure, construct and commission, operate and maintain various roof mounted SPV power packs totalling to capacity of 406 kW (AC) (Site 1-206 kW and Site 2- 200 kW) , which includes, but is not limited to the following:

  • Solar PV modules.
  • Components and parts used in solar PV systems should conform to the BIS or
  • IEC or other international specifications, wherever such specifications are available and applicable.
  • Mounting frames, structures, array foundation (grouting on terrace), earthing grid design, and module inter-connection.
  • All System Junction boxes.
  • Power Conditioning Units (PCU) with monitoring.
  • MPPT – Max power point tracking built in the PCU
  • Appropriate AC power evacuation panels or inverters, according to Project Site requirements, with bus bars (in-built or otherwise) and circuit breakers.
  • The nominal steady electrical characteristic of the system are as follows:
    • Single/ Three phase AC at 50 Hertz plus or minus 0.5 Hertz.
    • Nominal voltage of 230 V/415V/11KV with +10% to -12.5% variation.
  • Protection/isolation systems.
  • Power and Control Cables.
  • Earthing system for PV Array, DC power system, lightning protection system.
  • Data monitoring system with remote monitoring facilities (Completely in scope of bidder).
  • Transportation, unloading, and loading of all equipment at Project Site.
  • Project Management including adherence to all requisite safety practices.
  • The Project shall be designed and capable of being synchronized and within a frequency range of 47.5 to 52 Hz and voltage of 230V/415V/11kV
  • Short circuit rating: As a part of the detailed design process, the Solar Company shall calculate the short circuit rating (minimum and maximum), and supply this information to the Procurer
  • Fire fighting (fire extinguisher and sand bucket with stand)
  • Making arrangements for module cleaning in the plant area with cleaning mechanism;
  • Control room/ panel (which ever may be found appropriate) for the plant built in suitable material, with proper ventilation for temperature control of the equipment and serviceability within the building. Alternatively, the existing meter room can be utilized after proper designing and approvals of the building (GMRC).

Installation and Commissioning of various roof mounted SPV power packs totalling to capacity of 406 KW (Site 1-206 kW and Site 2- 200 kW), that includes:

  • Confirm feasibility of mentioned Solar PV System capacity along with site visit report, design and construction of foundations/grouting for holding module mounting structures without puncturing the roof; maintaining proper drainage of rain water over terrace through the installation area; cable routings through PVC pipes not obstructing the movement on the terrace as per site requirement.
  • Before commencement of work, the Bidder has to obtain all approvals for related drawings to be obtained from the concerned authorities including GEDA,CEI, DISCOM, GMRC etc..
  • All drawings shall conform to relevant IS/IEC standards.
  • Special care to be taken while designing all structures for modules to cater to heavy rainfall, strong winds and earthquake that may be prevalent in the area.
  • Serial Number (identification mark) must be permanently marked on all major components of the SPV systems and shall be fixed with strong adhesive on each equipment, as approved by GMRC/ Engineer.
  • Undertake Pre-commissioning and Commissioning of all supplied equipment.
  • Test running of the grid-connected solar Facility including load trials at Project Site, prior to handover and commencing energy export for metering.
  • Grid commissioning; the plant needs to be grid interactive. Interconnection points to be checked and certified by GMRC/ Engineer for accuracy and safety.
  • Installation of Main Meter and Back up Meter shall be done by the EPC Contractor and the EPC Contractor shall submit drawings for grid interface for each individual power pack and get approved prior to commencement of work on Project Site. Necessary approvals and testings of all energy meters shall be as per standards of CEIG/ DISCOM
  • Commissioning certificate from GEDA relevant authorities for the Facility.
