IRCON Initiates Tender for H-Beam Sleepers and FOB Construction in Kiul-Gaya Rail Line Project

IRCON International Limited has issued an e-Tender for the supply of galvanised H-Beam sleepers on the Nawada-Tilaiya section and the construction of Foot Over Bridges (FOBs) at various stations in the Kiul-Gaya section. The project is part of the Kiul-Gaya rail line doubling initiative, aiming to enhance freight traffic and accommodate increasing demands.

Scope of Works:

The contract will be governed by the provisions of Indian Railways / East Central Railway Standard General Condition of Contract, April 2022 (hereinafter called the General Conditions of Contract/GCC) as modified and added to by the following Special Conditions of Contract which shall be read and construed as General Conditions as if they were incorporated therewith.

All the terms referred in Indian Railways Standard General Condition of Contract, April 2022 would be applicable to contract of subject construction work. Wherever there is conflict in any condition between GCC and special conditions mentioned in tender documents. The condition mentioned in the special condition will prevail. However, the Engineer- in-charge decision in this connection shall be final and binding.

Supply of Materials by Engineer:

Contractor shall make his own arrangements at his cost for all materials required for execution, completion and maintenance of all items of work included in his scope of work to the complete satisfaction of the Engineer. Engineers shall not supply any materials nor shall assist for procurement of any materials required for execution, completion and maintenance of works.

Doubling of Kiul-Gaya Railway line:

  • The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Shri Narendra Modi approved the doubling of the Kiul-Gaya Railway Line of 124 km with a completion cost of Rs.1354.22 crore.
  • Doubling of this line will greatly ease the ever increasing freight traffic between these sections. Lakhisarai, Sheikhpura, Nawadah and Gaya districts of Bihar will be benefited through this project.
  • The Kiul-Gaya section falls in Danapur Division of East Central Railway. At present traffic utilisation of the section is 135.5%. Since the existing section capacity is almost fully utilised and to cater to the continuously increasing freight traffic, the work of Kiul-Gaya doubling project is essentially required.
  • The project will serve the freight traffic for the Super Thermal Power Plant at Barh which is likely to be completed shortly. Daily requirement of Coal for this plant will be 18 rakes of coal and 14 pairs of goods trains are likely to move on this section.
  • Average number of trains handled on the section per day is 13 trains each way. This includes 11 pairs of Passenger Trains and 2 pairs of goods trains. Five pairs of Mail/Express are expected to be augmented after commissioning of the Koderma-Tilaiya section.

Eligibility:

The average annual financial turnover during the last 3-years should be at least 30% of the estimated cost (i.e. not less than Rs. 2,81,06,006/-)

Essential Qualifying Criteria:

The bidder should possess the experience of having successfully completed or substantially completed similar works during the last 7-years (ending last day of the month previous to the one in which tenders are invited) which should be anyone of the following:

  • Three similar works each costing not less than the amount equal to 30% of the estimated cost. (i.e. not less than Rs. 2,81,06,006/-)
  • Two similar works each costing not less than the amount equal to 40% of the estimated cost. (i.e. not less than Rs. 3,74,74,674/-)
  • One similar work costing not less than the amount equal to 60% of the estimated cost. (i.e. not less than Rs. 5,62,12,011/-)
