IRCON invites bids for supply of Rails for Katra-Banihal section of USBRL Project

IRCON International Limited (A Govt. of India Undertaking) for and on behalf of Northern Railway has invited online bids in two packet system on prescribed forms from bonafide firms/companies having requisite experience and financial capacity for execution of the work detailed in the table given below.of UIC 60 Kg. 1080 Grade Head Hardened Class A Rails

General Information:

  • Northern Railway of Indian Railways have entrusted the work of construction of railway track from Katra to Banihal Section of USBRL Project in Jammu & Kashmir State of India to Ircon International Limited (IRCON).
  • For the installation of Tracks in the above section IRCON proposes to engage competent and experienced rail manufacturer for the supply of prime quality of UIC 60 Kg. 1080 Grade Head Hardened Class A Rails as per Indian Railway Standard Specification for Flat Bottom Rails IRS-T-12-2009 (With latest A&C Slips) at Sangaldan/sumber site for Katra – Banihal Section of USBRL Project in Jammu & Kashmir, India (Package: RailIII)”. The scope of this tender covers manufacture, supply, loading, transportation, unloading, stacking and delivery of above rails at Different sites of the USBRL Project between Ind & Dharam to Arpinchala for Katra – Banihal Section.
  • The award of the contract to a bidder shall be subject to the approval of the Clients (Northern Railway) for engaging him by IRCON as Supplier for the subject work in this tender. The bidder shall submit all the necessary details, as required, for submission to the clients in this regard. In case of non-approval for any bidder, by the clients, the contract shall not be awarded to such bidder even if he is the lowest bidder in the subject tender. The decision of Ircon in such matters will be final and binding on all tenderers and shall not be contested by the tenderer.
  • The award of contract shall be subject to the submission of an undertaking (as per Annexure- XII to SCC) by the Supplier that any dispute/ claim will be settled based on dispute resolution mechanism given in the contract agreement between the Employer (IRCON) and the Supplier (agency to whom the work will be awarded) and no claim/dispute shall be made against client (Northern Railway) before any forum/court.
  • Work also means Supply. Supplier also means Supplier/Vendor/Agency.

General Description of Site Area & Inspection of Site:

  • The alignment traverses through steeply sloping, highly undulating hill slopes of younger Himalaya. The regional Geology and tectonic framework of the area indicates that the region is capable of generating earthquake. The area falls in seismic zone- V of Indian standard seismic zoning map of the country.
  • The J&K State climatically is distinctly divided in three parts namely the Jammu region, the Kashmir valley region and the Leh-Ladakh region. The climate in the project area for most parts of the year is temperate. During the winter season the minimum temperature drops down below zero degree and snowfall in the project area is quite predominant.
  • The rainfall in the project area is affected by western disturbances from December to May. While there is rainfall throughout the year, March is generally the wettest month and November is the driest. The Supplier is advised to satisfy himself by his actual inspection of the site and also ascertain for himself the climatic condition records from state government and/or Indian Meteorological Department before submitting the tender.
  • No claim on account of bad climate, geological conditions, traffic conditions etc. what so ever shall be entertained for this contract.
  • The National Highway is affected by frequent landslides and occasionally gets blocked. In the recent past, the national highway is operational one way alternately due to widening of National Highway, between Udhampur & Banihal, i.e. alternately traffic is permitted from Jammu towards Srinagar and on other day traffics is permitted from Srinagar to Jammu, which may have bearing on the transportation of rails, and the agency has to plan accordingly.

Scope of Work:

The material offered should be in accordance with the technical specification of IRS-T-12-2009 with Up-To-Date amendments & correction slips, for Flat Bottom Rails for HH Rails. The scope of work in the subject tender shall include but not limited to the following:

  • Manufacture of Prime Quality of prime quality of UIC 60 Kg. 1080 Grade Head Hardened Class A Rails as per Indian Railway Standard Specification for Flat Bottom Rails IRS-T-12-2009 (With latest A&C Slips) and approved Inspection & testing plan, to suit the requirement of Ircon/Client
  • Complete submission of Inspection & Testing plan and other submissions as per Specifications for manufacturing and obtaining approval for the same from Ircon/Client.
  • Conducting all necessary inspection and testing required for the production of prime quality of rail and also arranging third party inspection from the nominated inspecting authority including providing all the inspection facilities.
  • Packing, loading, transportation from the source of manufacturing to place of delivery, handling, forwarding, documentation and delivery of the manufactured rails at designated place at Banihal/Project area in J&K, India including unloading & stacking.
  • Observing all safety precautions as required during all operations covered under this tender.
  • The rails shall be supplied in length of 13m with undrilled holes.
  • Supply of drawings, tracings or Reports of the material to be supplied shall, unless otherwise directed, be furnished by the Supplier with the first consignment of the work to which they relate and no payment whatsoever will be made until such drawings, tracings or Reports have been furnished to the satisfaction of the Purchaser.
  • Along with the consignment containing the rails, supplier shall supply two sets of clamps, capable to handle three to five rails in one operation, without any cost to IRCON. The cost of supplying these two sets of clamps is included in the accepted rates
  • If the Rails are supplied in bundles, they are to be stacked as single rails.
