RITES invites tenders for supply of P.Way Material, Ballast & Linking of Track for Railway siding and Marshalling yard

Scope of Work: 

Scope of the work to be done by the contractor under this contract includes:

  • Leveling and dressing of the already made formation for Railway track. Such leveling (the undulations of up to about 200 mm) is to be done to ensure required surface, cross slopes etc to enable spreading ballast and linking track on that. No extra payment will be made for this activity.
  • Taking over the ballast stacks from ballast collecting agency duly measuring in the presence of the ballast collecting agency and engineer-in-charge as directed by engineer-in-charge. Ballast is collected or being collected by another agency at certain locations in the project area. P Way linking contractor is deemed to have visited the site and seen the locations where the ballast is being collected or collected or going to be collected. He is deemed to have considered the leads involved in transporting the ballast from the stacks to the required places on the formation.
  • Making ramps at appropriate places along the alignment to enable to take the ballast and other P.Way material onto the formation. Such ramps locations and extent are to be decided by the contractor himself depending on the site conditions and ease of transporting the Material. While making such ramps no damage should be caused to the formation. No extra payment will be made for this activity.
  • Dismantling of turnouts, track etc in the existing yards to suit to approved P Way plan, segregating item wise and stacking the released material at nominated places and handing over the same to RITES.
  • Leading the ballast from the locations where it is taken over from the ballast collection agency to the required locations on the formation. Ballast shall be lead in such a way that required ballast cushion is maintained uniformly in the entire length of the proposed railway line.
  • Spreading the ballast on the formation for required width and to about 200 mm thickness (in loose) and rolling the ballast using power rollers (of about 8 ton capacity) to 150 mm uniform compact thickness so that PSC sleepers can be placed on the rolled ballast.
  • Leading the PSC sleepers (track sleepers and turnout sleepers), rails and other P.way material from the stacks and bringing to formation and keeping at appropriate places to facilitate easy linking of track.
  • Supply of rails required for linking the track (except sleepers, rails and ballast). Sleepers, rails and ballast shall be separately procured by RITES and shall be made available to the contractor.
  • Linking of track including turnouts duly assembling etc with rails, sleepers, fittings etc. Packing the track as needed and making the track fit for running traffic at 50 kmph.
    • Drilling of holes in rails and cutting of rails as needed.
  • Welding of rails as needed for converting the free rail track into SWP (3 rail panels).
    • USFD testing of the welds. 
    • Joggling of welds.
  • Fabricating and providing check rails on curves and guard rails on bridges. Necessary fittings for check rails also need to be supplied by the agency. 
    • Fabrication and fixing buffer stops.
    • Casting and fixing Km posts, gradient posts, fouling marks etc.
    • Jungle clearance and cutting of trees wherever needed.
  • Any other work needed for successful construction and commissioning of track and handing over the track to TSGENCO for further maintenance.
  • Attending the trail run of the section with Railway’s engine and / or load and rectifying the defects or improving the track as required by Railways for commissioning of the line.
  • Works under this contract shall be executed as per (with correction slips and amendments issued up to date of tender opening):
    • Indian Railways Permanent Way Manual.
    • RDSO drawings and specifications for various P.Way materials to be supplied under this contract.
    • Guide lines and circulars issued by Railway Board and RDSO from time to time for track construction and maintenance. Provisions of those circulars and guide lines which are relevant for the present work shall need to be followed.
    • Specifications and guide lines for rail welding and USFD testing of welds and rails issued by Railway Board and RDSO from time to time.
    • Manual for Glued Insulated Rail Joints issued by RDSO.
    • IRS Specification for fusion welding of rails by Alumino-thermic process, 2012 (IRST-19-2012).
    • Manual for ultrasonic testing of welds and rails issued by RDSO.
    • Indian Railways Unified Standard Specifications (Materials and Works)
    • Indian Railways Unified Standard Schedule of Rates (Works & Materials – 2010 (issued by South Central Railway).
    • RDSO guide lines for earth work in Railway Projects.
    • Other relevant Indian Standard Codes (and international codes wherever relevant).
  • Above documents are deemed to have been included in the tender document. Bidders are deemed to have gone through the above documents and are aware of all the provisions of the above cited documents before quoting for the work.
  • Before dismantling, inventory in the track has to be taken jointly and signed by the contractor, RITES and TSGENCO. This will be the basis for final reconciliation and accountal of stocks.
  • Contractor shall take due care to ensure that during dismantling, released materials, debris etc., do not fall down and cause any obstruction to the running track/overhead electric traction or injury to the staff or laborers.
  • Released materials and other debris of dismantling should be removed and stacked at nominated places as directed by the Engineer-in-Charge and no extra lead or lift shall be paid on this account.
  • All materials shall be stacked sufficiently clear of the tracks and shall remain without any possibility of infringing the minimum fixed structure dimensions. Materials shall also not be unloaded or stacked over signal wires, cables or other gear or any such items to avoid interference to the existing running lines.
  • While leading the ballast, unless one stack is completely transported and spread, next stack shall not be disturbed. Before starting leading any stack, approval of engineer-in-charge in writing shall be required. After completely leading one stack onto the formation, specific approval of engineer-in-charge shall be obtained in writing for starting leading next stack. Such requests and approvals shall be by specific stack number.
  • Loading of PSC sleepers onto road vehicles and also unloading of PSC sleepers from road vehicles shall be done using crane and suitable hook arrangements. PSC sleepers loading and unloading shall not be done manually. All care shall be taken to avoid damage to sleepers and their edges. Unloading to be done with tyre support/ramp or saw dust bags to absorb the shock.
  • After spreading and rolling the ballast for 150mm compact thickness, Sleepers are to be laid over the rolled ballast to correct spacing. Rails shall be connected by means of a pair of fish plates using in the first instance only with two fish bolts and nuts, one in each rail. 
  • Before fishing the rail ends the fishing edges of fish plates and bolts shall be lubricated with contractor’s grease, graphite and oil as directed. Correct expansion gap according to the rail temperature at the time of laying as directed by the engineer- in-charge shall be ensured between ends of rails by inserting the appropriate expansion liners. Cut rails have to be used inside the curves.
  • Before linking sleepers to rails, paint marks shall be made on the rails with Contractor’s yellow paint as directed by the engineer-in-charge to indicate the spacing of sleepers.
