Chennai Metro update: Tenders invited for supply of Digital Display Screens and Related Equipment in all 52 Trains of CMRL

The Chennai Metro Rail Limited (CMRL) has invited online tenders through e-procurement portal from reputed suppliers on National Competitive Bidding (NCB) under Single Stage Two bid system for the Design, Supply, Installation, Testing & Commissioning And Warranty Service Of Digital Display Screens And Related Equipment In All 52 Trains Of CMRL For Providing Visual And Audio Broadcasting Of Automatic Route Related Information & Advertisements In CMRL Phase 1 And Phase 1 Extension Sections.  i.e., Airport Metro To Wimco Nagar Depot Metro, Puratchi Thalaivar Dr. M.G. Ramachandran Central Metro To St. Thomas Mount Metro And Their Inter-corridor Operations Between Corridor 1 And Corridor 2.

About Chennai Metro Project:

Chennai Metro Rail Limited (CMRL) is a joint venture between Government of India and the Government of Tamil Nadu and is established under The Companies Act.

CMRL Rolling stock (train) is manufactured by consortium of Alstom Transport India Limited and Alstom Transport SA. Each rolling stock of CMRL consists of 4 coaches in which two coaches are motorized and two are non-motorized.

Scope of work:

  • The successful bidder shall provide 16 numbers of LCD screens with LED backlit display inside each train of 52 train-sets (4-car train) (with 4 displays per car) for providing pictographic and video-graphic automatic route related information and provision for displaying advertisements.
  • Single Stretch display of Minimum 28 inches and Maximum 36 inches in diagonal shall be proposed and shall be accommodated the available space of existing DRM slot. Remaining left out space shall be concealed evenly in both sides of display.
  • Successful bidder need to continuously capture the automatic route related signalling & Rolling stock variables‟ information available in the train‟s Multifunction Vehicle Bus (MVB) and utilise this information to display pictographic and video-graphic content in new Digital Route Display Screens (DRDS) and broadcast audio in train for automatic route related information to the passengers. Along with the new DRDS, existing Frontal Displays and existing Internal Displays shall also be utilised. Existing speakers in the train shall be utilised for broadcasting the audio announcements inside & outside the train based on the availability of the signals on MVB. For this purpose, CMRL shall provide the audio recordings to the successful bidder. Successful bidder shall store and shall broadcast audio messages in the train.
  • The successful bidder shall synchronize the route related information with the existing 2 numbers of Frontal LED dot matrix displays and 8 numbers of Internal LED dot matrix displays in each train.
  • An Input output HMI (Human Machine Interface) console shall be mounted inside each driver cabin of all 52 trains. This HMI will be accessed by Train operator for various functionalities such as playing pre-recorded audio announcements (Special and Emergency announcements), testing of speakers and displays function, and verification of failure logs of RAVIS system. This HMI shall support for new messages addition, deletion & modification of pre-recorded announcements.
  • Successful bidder shall ensure the utilization of existing 8 internal speakers per car and 4 external speakers per car for the purpose of route related audio broadcasting.
  • Bidder is free to propose any suitable network for operation of all the requirements of RAVIS tender. However, this new network shall not disturb the functionalities or performance of the existing equipment/network in trains. Existing Car to Car Jumper cable conduits and their connector terminals shall not be opened and shall not be utilized for laying new network or for laying new cables. Successful bidder could lay network cables and audio cables between cars by means of additional Jumper cables with appropriate cleats and mounting brackets. However, bidder may test and utilize the existing Ethernet network and audio network in the coach without affecting any functionalities of the train.
  • Successful bidder shall study and propose the methodology for interconnection of Network and audio communication between the Cars as per the above clause. Same can be implemented based on approval from CMRL.
  • Successful bidder shall ensure the proper synchronization of route related information on DRDS with Audio broadcasting in train‟s speakers.
  • Successful bidder shall be responsible for design, installation, testing, commissioning, and warranty support of the proposed and approved solution. Detailed work flow shall be followed as per Stage implementation mentioned in technical Specification Clause 6.5.vii Table 04.
  • Successful bidder shall make provision for the playing advertisements on the proposed Digital Route Display Screens (DRDS) with route related information alongside. The advertisements in DRDS shall be updated from single point location in train. Advertisements shall be either played in a cyclic manner or a portion of screen space can be utilised for advertisement by ensuring top priority for train related information. The modalities of playing advertisement shall be approved by CMRL during design stage of the project.
  • Successful bidder shall provide training to CMRL personnel to edit and update the route related passenger information, audio files of announcements, Driver selected messages & advertisements in the proposed solution. Successful bidder shall impart training such that CMRL can independently perform the editing & updating of route related passenger information, audio files of announcements, Driver selected messages & advertisements during warranty period and after completion of the warranty period also.
  • During warranty period, Successful bidder needs to provide complete version of Perpetual Licensed software and related tools with lifetime validity to CMRL. These shall be used by CMRL for modifying the parameters in route related announcement files, audio and video database, advertisement files, etc. All the Software provided for RAVIS system shall be provided with Perpetual Licence rights to CMRL. It shall not make CMRL pay for any additional cost during the entire life time of the RAVIS project.
  • Each bidder shall self-declare the critical requirements mentioned in Annexure 20 with Yes or No comments for evaluation of Techno-commercial Bid of the specific bidder.
  • In future, there would be a possibility of further extension of CMRL Phase 1 and Phase 1 Extension sections which could involve procurement of new trains of similar design or further addition of cars from 4 car to 6 car in view of future increase in passenger patronage. There shall be possibility of further increase in number of digital displays for advertisements or any other reasons. With this point in consideration, the design, proposal, equipment, terminals and software of RAVIS system shall be configurable and accessible by any third party including CMRL for any future extension projects or for additional cars or for additional displays as specified above. These future activities may be conducted by any other firm in future for the specific activities.
