Chennai Metro Tender Update: RVNL bags contract for construction of 9 elevated metro stations at various locations

Chennai Metro Rail Limited (CMRL) has issued a Letter of Acceptance (LoA) to RVNL for Construction of Elevated Viaduct (Approximate Length of 10 Km), Nine (9) Elevated Metro Stations at Sholinganallur Lake, Sri Ponniamman Temple, Sathyabama University, Semmeancheri, Gandhi Nagar, Navallur, Siruseri, SIPCOT.-1 and SIPCOT.-2 and Stabling Viaduct at SIPCOT.

  • Name of Work: Construction of Elevated Viaduct (Approximate Length of 10 Km), Nine (9) Elevated Metro Stations at Sholinganallur Lake, Sri Ponniamman Temple, Sathyabama University, Semmeancheri, Gandhi Nagar, Navallur, Siruseri, SIPCOT.-1 and SIPCOT.-2 and Stabling Viaduct at SIPCOT.
  • Accepted Contract Amount: Approx. INR 1134,11,42,182 Crore
  • Work Completion Period: 36 Months

In January-2021, the CMRL invited a tender for Tender Number:  CMRL/CON/PHASE-II/C3-ECV-01/2021

General:

  • India (hereinafter called “Borrower”) has applied for financial assistance from the Asian Development Bank (ADB) toward the cost of Chennai Metro Rail Investment Project. Part of this financing will be used for payments under the contract stated above. Bidding is open to bidders from eligible source countries of ADB.
    • Open Competitive Bidding will be conducted in accordance with ADB‟s SingleStage Two-Envelope bidding procedure and is open to all bidders from eligible
    • countries as described in the bidding document.

Only eligible bidders with the following key qualifications should participate in this bidding: 

Financial Resources: 

  • The Bidder must demonstrate that its financial resources defined in FIN-3, less its financial obligations for its current contract commitment defined in FIN-4, meet or exceed the total requirements for the subject contract of INR 105 Crores.

Historical Financial Performance:

  • Submission of audited financial statements/balance sheets or, if not required by the laws of the Bidder‟s country, other financial statements acceptable to the Employer, for the last 5 (five) years to demonstrate the current soundness of the Bidder‟s financial position. 
  • Net Worth: As a minimum, the Bidder‟s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.

Average Annual Construction Turnover (AACT):

  • Minimum average annual construction turnover INR 684 Crores calculated as total certified payments received for contracts in progress or completed, within the last three years since 1st January 2017, divided by 3 years.

Contracts of Similar Size and Nature:

  • Participation as a contractor or Joint Venture (JV) Partner, that have been successfully or substantially completed within the last 10 years (Starting from 1st January 2010) shall meet the following eligibility criteria:

A minimum number of:

  • One contract of value INR. 820 Crores or above involving construction of: Elevated metro viaduct / Flyover / Elevated Metro stations; in an urban environment, or
  • Two contracts of value each INR. 513 Crores or above involving construction of: Elevated metro viaduct / Flyover / Elevated Metro stations; in an urban environment, or
  • Three contracts of value each INR. 410 Crores or above involving construction of: Elevated metro viaduct / Flyover / Elevated Metro stations; in an urban environment.

Experience in Key Activities:

  • Contracts completed or under implementation as a contractor (single entity or JV Member) in the last 10 years starting 01 January 2010 in the successful completion of minimum 3 Kms Elevated Viaduct / Flyovers / Railway Bridges and 3 Elevated Metro Stations; in an urban area.

  • The Chennai Metro is a rapid transit system serving the city of Chennai, Tamil Nadu, India. The Chennai Metro Rail Limited (CMRL), a joint venture between Government of India and the Government of Tamil Nadu, operates the Chennai Metro. It is the third longest metro system in India after Delhi Metro and Hyderabad metro.
  • The Phase-I of Chennai Metro Rail project covers a length of 45.046 km network and consists of two corridors i.e. Corridor-I (Blue Line) – From Washermenpet to Airport (23.085 Km), Corridor -2(Green Line) – From Chennai Central to St. Thomas Mount (21.961 km).
  • About 55% of the corridors in Phase-I are underground and the remaining elevated. Out of 32 nos of stations 13 nos are elevated stations and the remaining 19 nos are underground stations.
  • Inter corridor interchange stations are available at Alandur (Elevated) station and Chennai Central (Underground) station respectively. The system commenced service in 2015 after partially opening the first phase of the project.
