Scope of Work:

  • This document briefs about the work that shall be performed under this contract. The Contractor shall supply an automatic rail lubricating machine with application as per technical specification detailed below.
  • Detailed technical specification for Automatic Electronic Rail Lubrication Machine with applicator.
  • Lubricating system should be suitable for Standard Gauge, Ballastless Track on Tunnel-slab type Viaduct plinth type having derailment guards along both the rails.

System should be able to work under following service conditions:

  • Rail temperature – (-) 10°C to (+) 70oC
  • Ambient temperature – 20˚C to 50˚C
  • Humidity – 40-100%
  • Atmospheric condition- Very dusty
  • Chennai metro rail network, the electrified traction consists of an overhead electric system of 25KV AC with residual return current passing through one of the rails in the track. The voltage for track circuits for signalling purposes passes through the other rail.
  • The lubricator system should be able to work in the above stated electric traction and signalling system and its induction effect.
  • The lubricator system should be such that it does not affect the existing signalling system on track.
  • Suppliers should be OEM or Approved by OEM only.
  • Lubrication system shall be equipped with Pressure Gauge, Pressure Relief /Safety Valve, Grease filter for smooth operation and monitoring.
  • Lubrication system shall be No Lubricant wastage – Lubricant is dispensed evenly using a pump to port metering valve that ensures equal volume to port and will result in no wastage and is more efficient.
  • The firm should offer proven technology with lubrication and lubricant supplied by them and working satisfactorily in any reputed Metro Railway/Railway system of the world of similar environment prevailing in India. Certificate in this regard from relevant Metro Railway/Railway system shall be furnished.
  • The applicator system should be an electrically powered pumping system for delivering an adjustable quantity of lubricating material to the rails in a manner such that passing wheels, either all or nominated, would carry the designed amount of lubricant along the gauge face of rails.

System Description:

  • The application system must be a proven system and should be functional in all climatic conditions in Chennai.
  • The application system should consist of a rail-mounted wheel sensor, a control box, an AC to DC converter, a motor, a pump, a tank with a cover and a material distribution system of hoses and applicators attached to the rails.
  • The whole system should be compatible with the lubricant as defined below:
  • BOX design without solar system most preparable.
  • Dimension of:
    • Length-1000mm approximately
    • Breadth-500mm (Maximum)
    • Width-350mm (Maximum)
  • Hydraulic Pressure-up to 350 Bar
  • Electrical Protection-Capable of working on single phase 220VAC with fluctuation of 180-260V.
  • Vehicle Detection System-Electrical
  • Minimum Greasing Drum Capacity- 18 ltrs

Warranty & Guarantee:

  • The supplier should ensure that system supplied including all parts, components etc. used is free from faults in manufacturing, design, material, workmanship and should be of the highest quality and in conformity with the contract specifications.
  • The warranty shall expire after 24 (Twenty-Four) months from the date of acceptance i.e. from the date of issue of commissioning certificate after field validation of the system by CMRL.
  • Any part of the rail lubricating unit failing or proving unsatisfactory in service due to defective design, material or workmanship within two years from date of issue of commissioning certificate shall be replaced by the suppliers at his own expense.
  • In the event of immobilisation of a rail lubrication unit owing to defect in design, material or workmanship, this warranty period shall be extended for the duration of the said period of immobilisation.
  • Further, should any design modification be made in any part of the equipment offered, the period of 24 months would commence from the date the modified part is commissioned in service. The cost of such modification shall be borne by the supplier.
  • The time limit for attending the defects during the warranty period by the service engineer of the supplier is 10 days from the date of registering of the complaint with him. A penalty of 1% of purchased price of the equipment, per week or part thereof, shall be imposed for delayed attention.

Eligibility:

  • Average annual financial turnover during the last three financial years should be at least Rs.18,10,000/- /- (Indian Rupees Eighteen Lakhs & Ten Thousand Only).

General Experience:

  • The tender shall be predominantly in the business of supply of Automatic Electronic/Hydraulic Rail Lubricating Machine with Applicator either in India or Abroad or Both. Work Experience of having completed during the last Seven (7) years, either in India or Abroad or Both, ending the last day of the previous month to which this tender is published.
  • RDSO approved/ Developmental vendors can participate and supply machines. Certificates for developmental orders / approval shall be submitted with bid documents.
  • Work Experience from Reputed Metro Railway/Indian Railways/Highspeed Railways having completed similar works during the last 7 years starting from FY 2014-15 either in India or Abroad or both, ending the last day of the previous month to which the tender is published. Similar work means “Design, Manufacturing, Supply, Installation & Operation of Automatic Electronic/Hydraulic Rail Lubricating Machine with Applicator either in India or Abroad or Both”.
    • Three similar completed works costing not less than the amount equal to Rs.24 Lakhs or
    • Two similar works each costing not less than the amount equal to Rs.30 Lakhs or
    • One similar work each costing not less than the amount equal to Rs.48 Lakhs
  • For running contracts, the experience will be reckoned up to the period for which the last payment was received.
