Chennai Metro Update: Tender invited for rate contract for general E&M works at various locations including Phase-1 and Phase-1 extension

Chennai Metro Rail Limited (CMRL) has invited digitally signed open e-tender through e-procurement portal for Rate contract for General E&M works in Phase-1 and Phase-1 extension of CMRL including stations from Chennai Airport Metro to Wimco Nagar Depot, Chennai Central to St. Thomas Mount, Koyambedu Admin Building, Koyambedu Depot, MetroS (CMRL Headquarters Building) and Staff Quarters (Koyambedu & Nandanam) (21 UG stations and associated tunnels works, 20 elevated stations and associated viaduct works, 2 depot, 2 staff quarters, Admin & MetroS Building).

Scope of Work:

• The scope of work related shall generally comprise of but not limited to the following mentioned below.
• This contract is for “Rate Contract for General E&M works in Phase 1 and Phase 1  Extension of CMRL including stations from Chennai Airport metro to Wimco Nagar  Depot, Chennai Central to St. Thomas Mount, Koyambedu Admin Building, Koyambedu Depot, MetroS (CMRL Headquarters Building) and Staff Quarters (Koyambedu & Nandanam) (21 UG including tunnels associated works , 20 Elevated including Viaduct associated works, 2 depots, 2 staff quarters, Admin & MetroS Building)”.
• Description & corresponding explanation of work as defined in the BOQ.

Site of Work: At CMRL premises:

• The tenderer is advised to visit and examine the site of work, systems and its surrounding at his/their cost and obtain for himself on his own responsibility the information that may be necessary for preparing the tender and entering the contract.
• The tenderer shall be deemed to have inspected the site and its surrounding before and  taken into account all relevant factors pertaining to the site in preparation and submission of tender. The general scope of works includes but not limited to:
  • Installation of materials (cables, lights, switches & sockets, HDPE pipes for underground cabling works) as listed in BOQ. (The materials shall be supplied by CMRL).
  • Supply and Installation of GI conduits as per BOQ.
  • Supply and Installation of Industrial type plug sockets as per BOQ.
  • Supply and installation of cable tray as per site condition.
• Dismantling of light fittings, metal halide/HPSV/LED flood light from wall/ceiling/fabricated beam stairs.
• Transportation of materials from any metro station/CMRL store to any metro station/site as per work requirement.
• Erection, testing and commissioning of street light poles as per site condition.
• Rectification of lighting circuit of unapproachable height
• Rectification, testing & commissioning of pole light as per site condition.
• Assembling, fixing & commissioning of LED lights as per site condition.
• Fabrication of clamps as per site condition for light installation, pipe installation works, etc.
• Rewinding of submersible pumps and electrical motors as per BOQ
• Overhauling of submersible pumps and electrical motors as per BOQ
• Demobilization, clearing of all temporary works after completion of work.
• Any other item of work may be required to be carried out for completing the work under this contract in all respects in accordance with the provisions of the contract and/or to ensure the safety of installation during and after execution.
• As this work will be carried out at operational stations, the manpower can also be deployed during OFF days/ holidays / night hours as per site requirements for which nothing shall be paid extra.
• The Scope of works should be read in conjunction with General and Particular conditions of contract.

Eligibility:

• The minimum average annual financial turnover of the bidder during the last five financial years, ending on 31st March of the previous financial year, should be at least Rs. 34,50,000/- (Rupees Thirty Four Lakhs and Fifty Thousand) and should be profit making company for at least three years among last five financial years.
• But, The bidder should make profit in the last Financial Year (FY 2022-23).

Work Experience:

• During the last 7 years ending last day of month previous to the date on which applications are invited (April 2016 to May 2023) bidder should have any one of the following experiences mentioned below.

Financial Capacity of Bidder:

• The bidders should have executed three similar works costing not less than Rs. 46,00,000/- exclusive GST (Rupees Forty Six Lakhs), or
• Two similar works costing not less than Rs. 57,50,000/- exclusive GST (Rupees Fifty Seven Lakhs Fifty Thousand Only), or
• One similar work costing not less than Rs. 92,00,000/- exclusive GST (Rupees Ninety two Lakhs Only).

Similar work means:

• Electrical licensed contractor with having experience like,
  • SITC/Maintenance of LT Panel Installation including cable laying with earthling and termination works, or
  • Installation of Lighting works like high mast lighting, office/public space lighting, including necessary control panels, or
• Fire hydrant system Maintenance works including pumps, valves, pipelines and other accessories, Overhauling, rectification of Submersible & electrical motors works for Metro stations, Railway stations, Airports, High rise Residential complexes, shopping malls etc.
