Objective:

  • The work includes aerial mapping and videography of DMRC land by drone survey for upkeep of the proper land record and reserve the data to compare with future status of land and to identify any encroachment and to the standards and within the time stipulated by the Contract.
  • In full recognition of this objective, and with full acceptance of the obligations, liabilities and risks which may be involved, the Contractor shall undertake the execution of the Works.

Scope of Works:

  • The work under this contract shall consist of, but not limited to equipment’s, tools, plants and necessary machinery as required to completely execute all the works relating to drone survey in Airport Line (New Delhi to Dwarka sector-21 including Dwarka Depot), Line-3 section (Dwarka Sector-21 to Noida Electronic City), Line-4 section (Yamuna Bank to Vaishali) and Line-9 (Dwarka to Dhansa Bus Stand) section.
  • Aerial mapping of DMRC land for the purpose of record keeping, and demarcating property boundaries.
  • Aerial Imagery is to be captured from the UAV/drone suitable for aerial survey with high resolution calibrated camera. The camera system fitted with gimbal to be used for stable and clear imagery acquisition based on the precise location by GNSS the images to be geo tagged for further photogrammetric processing.
  • The Flight planning is to be done using the photogrammetry flight planning application ensuring the followings:
  • Area Coverage – Flight lines need to be planned for the selected Area. The area will be surveyed as per requirements.
  • Technical specification – Data will be captured through the latest high-resolution camera. Specifications provided below.
  • Angle – Angle to be used will vary for specific purposes. Nadir images for mapping and oblique images for 3D.
  • Overlap – 75% forward and 75% lateral/strip overlap in the captured Images.
  • Flying Height–Suitable low altitude flying height is to be used as per flying guidelines and civil Aerospace restrictions in India.
  • Detailed Survey, inspection and identification of all the boundaries of DMRC land must be done before execution of work. The Contractor will have to do Detailed survey, inspection and identification of all the boundaries of DMRC land prior to drone survey. DMRC will provide either the hard copies of land documents to contract allotted agencies or physical site verification.
  • The contractor will provide an independent application where orthomosaic can be analysed, drawing & land record can be overlayed and users can perform various analytics on it. Also, the contractor will have to do the ground truthing and provide complete topographical drawing with DMRC, Land demarcated calculated with encroachment analysis.
  • Orthomosaic GSD should be less than 5cm. As per photogrammetry X,Y positional accuracy should be less than or equal to 5cm.
  • Liasoning and taking permission with concerned authority for conducting drone surveys of DMRC land will be the responsibility of the contractor.
  • The whole work is to be carried out as directed by the Engineer.
  • The above mentioned work shall be carried out with contractor’s own equipment, T&P & labour.The contractor shall be responsible for getting all software licences and development cost.
  • The work under this contract shall consist of, but not limited to equipment, tools, plants and necessary machinery as required to completely execute following works:
  • The Contractor shall attend regular coordination meetings convened by the employer/engineer for interface and adhere to the decisions taken in the meeting.
  • The work shall be carried out during day/ night hours. No extra payment for work done during odd hours shall be made, except wherever specified in BOQ.
  • Provision of all necessary equipment, instruments and appliances in connection with all above mentioned work as specified or as directed by Engineer-in-Charge or the representative of Engineer.
  • Damage caused to properties of DMRC if any, during execution of above work shall be rectified by the contractor at his cost, failing which the cost of rectification shall be recovered at market cost of such items from the next R/A Bill / Final Bill of the work contract.
  • The work shall be carried out with all safety precautions. The contractor shall ensure the safety of his worker and equipment utilise during execution of work.
  • The scope of the contract includes inspection of the premises by the Contractor himself, identifying the DMRC land, making a proposal to the engineer, obtaining his approval and carrying out the work.
  • First time the aerial videography work is covered under item no. 3 of BOQ. After that after 6 months videography of Airport Line (New Delhi to Dwarka sector-21 including Dwarka Depot), Line-3 section (Dwarka Sector-21 to Noida Electronic City), Line-4 section (Yamuna Bank to Vaishali) and Line-9 (Dwarka to Dhansa Bus Stand) section will be done at the interval of every 6 months upto 3 years of contract period i.e. 5 times extra other than first time.
  • The contractor shall submit the brief comparison report with the previous report at the interval of every 06 months as per instruction of Engineer in Charge or as specified in BOQ.

Deliverables will be as follows:

  • Aerial mapping and delivery of CAD compatible ECW tiles for viaduct section. Survey area width to be kept at 50m from viaduct centreline.
  • Aerial mapping and delivery of CAD compatible ECW tiles of DMRC metro station areas.
  • Topographical drawing of viaduct section.
  • Topographical drawing of DMRC areas such as Station Area, A.S.S., R.S.S., Pump room, Yard etc. All area boundaries to be marked and areas calculated as per survey.
  • Comparison of DMRC DPR drawings and as built survey drawing to be tabulated. Any encroachment of property to be identified.
  • 3D drawing in DWG format. Heights of buildings, boundary walls and other structures within the survey area.
  • Aerial Video-graphy, Annotated high resolution video to be captured and delivered in 4k quality.

Eligibility:

  • Work Experience: The tenderers will be qualified only if they have successfully completed work(s), completion date(s) of which falling during the last five years ending on the last day of the month previous to the month of tender submission as given below.
    • At least one “similar work” of value of ₹ 5.48lakh or more, or
    • At least two “similar works” each of value of ₹3.42lakh or more, or
    • At least three “similar works” each of value of ₹2.74lakh or more
  • Similar work for this contract shall be “Any work/ consultancy services for preparation of feasibility report/ high resolution data/ topographical survey work/ GIS application based development using aerial survey”.

Notes:

  • The tenderer shall submit details of works executed by them in the Proforma of Appendix-7 of FOT for the works to be considered for qualification of work experience criteria.
  • Documentary proof such as completion certificates from clients clearly indicating the nature/scope of work, actual completion cost and actual date of completion for such work should be submitted. The offers submitted without this documentary proof shall not be evaluated.
  • In case the work is executed for a private client, a copy of work order, bill of quantities, bill wise details of payment received certified by C.A., T.D.S certificates for all payments received and a copy of the final/last bill paid by the client shall also be submitted.
  • All the documents or certifications, which are provided by CA after 1st July, 2019, must contain UDIN thereon and the particulars of certifications must be the same as mentioned on document/certification and submitted to ICAI on its website.
  • Value of successfully completed portion of similar work in any on-going composite work (work involving other than similar work also) up to the last day of the month previous to the month of tender submission will also be considered for qualification of Work experienceCriteria subject to completion of entire scope of similar work in a composite work.
  • Only work experience certificate having stamp of Name and Designation of officer along with the name of client shall be considered for evaluation. However, if any work experience certificate has been issued prior to 01.07.2019, the same shall be considered for evaluation even if it is not stamped.
  • For completed works, value of work done shall be updated to the last day of the month previous to the month of tender submission price level assuming 5% inflation for Indian Rupees every year and 2% for foreign currency portions per year. The exchange rate of foreign currency shall be applicable 28 days before the submission date of tender.
  • If the above work(s) (i.e. “Similar work” comprises other works, then the client’s certificate clearly indicating the amount of work done in respect of the “similar work” shall be furnished by the tenderer in support of work experience along-with their tender submissions.
  • Work experience of only substantial partners (partner with a share of 26% or more in the JV/ Consortium) shall be considered for evaluating the JV/ Consortium.
  • In case of joint venture/ Consortium, full value of the work, if done by the same joint venture shall be considered. However, if the qualifying work(s) were done by them in JV/Consortium having different constituents or percentage participation, then the value of work as per their percentage participation in such JV/Consortium shall be considered.
  • After opening of financial bids, the work experience credentials (work experience certificate along with other documents if any) of AEL bidder shall be sent for verification & certification to the concerned clients(s).
  • In case of any concealment or misrepresentation of facts, appropriate action(s) in accordance with tender conditions and “Suspension/Banning Policy, August 2019” of DMRC shall be taken. The copy of “Suspension/Banning Policy, August 2019” of DMRC can be downloaded from the tender section of DMRC website.
  • Where a work is undertaken by a group, only that portion of which is undertaken by the concerned applicant/member should be indicated and the remaining done by the other members of the group be excluded. This is to be substantiated with documentary evidence.
