IRCON invites tender for laying & installation of 220kV EHV Cables for Shatabdi Nagar & Modipuram in connection with Delhi-Ghaziabad-Meerut RRTS Corridor

IRCON International Limited has invited an online e-Tender for laying, installation, testing and commissioning of 220kV EHV Cables from GSS to RSS and all other associated works on the route “Shatabdi Nagar GSS – Shatabdi Nagar RSS” and “Modipuram GSS – Modipuram RSS” in connection with Delhi-Ghaziabad-Meerut RRTS Corridor of NCRTC (Package-19 Lot-2).

Scope of Work:

  • All the work shall be in full technical conformity with the brief Particular specifications enclosed at Annexure-A. The work shall include but not limited to the following mentioned below.
  • The design force calculation shall be submitted by the contractor as per cable actual route  considering bends angles. The maximum pulling force of any cable during installation shall not exceed the design force of cables. For pulling, the subcontractor shall use dynamometer for ensuring maximum pulling force by using motorised winch machine
  • The Contractor shall be responsible for Laying, Testing and Commissioning (including integrated testing and Commissioning) of EHV Cables for Receiving Substations, as per Bill of Quantities, Particular Specifications, Explanatory Notes of BOQ, SHE Manual, etc. respectively. This includes all works such as excavation of ground, provision of HDPE pipes, restoration of ground and all other works required to make it a fully functional Cable in all respects.
  • Survey of routes for cable laying from UPPTCL/Power supply authority Grid Substation to  NCRTC RSS and evaluation to arrive at the most suitable, feasible, economical, shortest route and submission of the same with full details including underground utilities for the approval of engineers.
  • Final location survey/Test pits of the Route for EHV cables between the Grid Substation of  Power Supply Authority and the NCRTC RSS including possible alternative routes, confirmation of utilities, preparation of final Construction /Cable Layout Drawings indicating cable pull boxes, joint locations, any uncharted utilities, utility/route diversions if any and co-ordination with the various State and Central Government Departments & utilities whenever and wherever necessary on the behalf of IRCON/NCRTC-GC.
  • The coordination with city agencies shall also be done for the purpose of crossing 3 over/under or minor shifting of utilities for cable laying etc. in case of major problems, IRCON/NCRTC may also assist. This includes taking permission, depositing fees, if any & taking clearance after restoring back the works & handing over.
  • This will also include depositing cost of restoration works, penalties on any account levied, security deposits or compensation for any damage or loss during the course of work.
  • Fees deposited, except penalties, by the Contractor to Government Agencies for obtaining permission for laying of EHV cables shall be reimbursed on submission of documentary evidence of payment if the amount is less than Rs. 1 Crores.
  • Only road restoration charges paid by the contractor to the civic agencies will be reimbursed on submission of documentary evidence of payment.
  • However, in all cases the contractor has to liaison with various civic departments/ Govt.  departments/ agencies etc. on a day-to-day basis for taking permissions, fees, deposit related works and other works till completion of work up to the satisfaction of IRCON/NCRTC & also liaison for releasing of security money deposit from the Govt. agencies. If for some stretch, road restoration is to be done as per norms of the owning agency by the contractor, the price will also be paid as per standard rates of Govt agencies.
  • Barricading, excavation along the cable routes, preparation of trenches, sand cushioning,  coverings and reconstruction as per site conditions and as per drawing. The works will be  secured by adopting adequate safety measures.
  • Laying of the EHV and OFC cables/Cat5 Cables for SCADA & protection as per [IS:1255-1983], international standards and manufacturers recommendations.
  • Installation and commissioning of complete kits with accessories for Jointing, Cross-bonding,  mid-point bonding, single point bonding, termination of cables,cable termination structure and jumpering at GSS of PSA and at RSS of NCRTC, through certified and well experienced jointers (jointer may require approval from NCRTC), using appropriate techniques as specified with the approval of employer.
  • The joints are to be located and secured in a joint box as per approved drawing with adequate looping length. There shall be provision of required number of sheath voltage limiters (SVL9s) and earthing electrodes as necessary and commensurate with soil resistivity and bonding.
  • Provision of multi-Conduit HDPE pipes of adequate mechanical impact strength, embedded in concretes as laid in ground with proper separation for road crossing or abutment (in the case of Cable crossing the rail/road) and making a bridge to cross the cables over nallah or drains. In case of making a cable path other than Trenchless method (HDD) machine, the rates will be adjusted accordingly.
  • Restoration of the routes excavated for the cable laying and other concerned purposes to the original position within a given time span.
  • Provision of chamber boxes etc. if required for locating/housing the cable joints, cross bonding and earthing etc.
  • Providing necessary (RCC) protection covers, route markers & sand cushions for the cables.
  • Assistance for Testing and commissioning of EHV cables.
  • Providing barricades for protection of work, deployment of traffic marshals, watch & ward and traffic diversion works to the satisfaction/approval of theTraffic Police department.
  • Interface with POWER SUPPLY AUTHORITY/UPPTCL etc. for obtaining power supply at receiving substations including necessary protection and insulation coordination. Employer/Employer’s Representative will assist.
  • Evaluation & checking of proposed design/ layouts as specified in tender, preparation of final or modified layout & construction drawings, protection schemes for approval of employers and final construction drawings. Preparation of drawings, interactive O&M training manuals, evaluation & checking of design and training of staff.
  • Permission Liasioning will be done by Sub-contractor (Demand Note/Fee will be paid by IRCON or reimbursed to contractor).
  • Joint Measurement and certification from Client will be done by contractor.
  • The tender drawings are tentative it may change as per standard practice of 220kv cable laying or relevant latest standards
  • If any cable route related drawings required for approval of NCRTC/GC same shall be prepared by contractor and taking approval will be contractor’s responsibility.
  • The contractor will submit the As-built drawing after completion of works.

Items of Work:

  • Submission of details of possible alternative routes, together with their implications on Work  Methodology, Execution Time, cost, utilities affected to be diverted and acceptable to civic  bodies.
  • Preparation of cable paths as per the route accepted by the Employer and in accordance with approved designs.
  • Laying of cables in accordance with the Methodology (pulling, running out or ploughing in)  accepted by the Employer.
  • Assistance in making of Jointing Bays, Straight through joints/Shield Break Joints as required.
  • Assistance Cable terminations at either end.
  • Cable termination structure and jumpering at GSS of PSA connecting cable to the supply point.
  • Single bonding or Cross-bonding as necessary with SVLs and earthings as per approved  design and drawing.
  • Laying of Control and Monitoring cables (copper-core or optic fibre) for protection and  communication between the Receiving Substation of Power Supply Authority and the NCRTC RSS.
  • Assistance in Testing and Commissioning of the Cables.
  • Deal and resolve in coordination with the Employer the interface with Local Authorities like  MCD, MTNL, BSNL, IGL, HVPNL, UPPCL,PWD ,GAIL,IRRIGATION,GDA and other state  government authorities etc to ensure the progress of the field works as per schedule.
  • Deal and resolve in coordination with the Employer the interface with UPPTCL and other  Power Supply Authorities, to ensure completion of works in their premises, as per schedule.
  • Interfacing with other Contractor/Detailed Design Consultants, as required.

Cables Installation Laying Out:

  • The cables shall be delivered to the laying work site in suitable unit lengths, coiled on reels whose average weight shall not exceed about 8000 kg for copper-cored cables, as well as for aluminium-cored cable.
  • Paying out of the cables can be made manually or mechanically. The mechanical devices (electric or pneumatic) used for paying out the cables shall be so constructed that they would prevent damaging the cables. These devices shall be submitted to the client’s representative for approval.
  • Should mechanical paying out not be accepted, for whatever reason, the contractor shall execute paying out of the cables with the number of personnel deemed necessary by the client’s representative.
  • The laying team shall be under the authority of a supervisor qualified for this type of work. To execute paying out, this supervisor shall comply with the instructions given by the client’s  representative in charge of technical supervision of cable laying. 
  • All necessary precautions shall be implemented during operation to prevent any deterioration of the cable; the cable shall not be subjected to any twisting around its axis, and not be bent to a radius smaller than the minimum bending radius specified by the cable manufacturer.
  • It shall be subjected only to the traction efforts strictly required to pay it out. In no event may the cable bear against the ground or against fixed stops; it shall rest onto rollers, situated sufficiently close to one another.
  • The ends of two successive reel lengths shall overlap by about two metres to enable cropping the cable ends before execution of the connection sleeves. When the client’s representative estimates that paying out of cables in a single length 200 to 500 m risks generating abnormal strains in the cable, one or several looping may have to be made.
  • A cable looping is defined as being any operation that requires previous paying out of the cable outside the channel or cableways.
  • When two cable courses are superimposed inside channels, each course shall be separated by means of isolating plates every 3 m.

Eligibility:

  • The contractor should possess the experience of having successfully completed or substantially completed similar works during the last7-years (ending last day of the month previous to the one in which tenders are invited) which should be anyone of the following:
    • Three similar completed works each costing not less than the amount equal to Rs. 2,34,12,632/-
    • Two similar completed works each costing not less than the amount equal to Rs. 3,12,16,843/-
    • One similar completed work costing not less than the amount equal to Rs. 4,68,25,265/-

Similar Nature of works means:

  • Work shall be considered similar, if executed work consists of “Laying/Installation, Testing and Commissioning of EHV Cables of 66KV or above voltage rating”.
  • The average annual financial turnover during the last 3-years should be the amount equal to Rs. 2,34,12,632/-.

Notes:

  • The financial turnover shall mean Revenue from Operations of standalone Financial Statements of the Bidder.
  • Revenue from Operations shall be judged from Audited Balance Sheet, Profit & Loss A/c,  relevant Notes to A/cs and Statutory Auditor Report/ relevant abstracts of Annual Reports  covering above documents and the same shall be certified by statutory auditor with UDIN where the accounts are audited. In other cases, the same may be certified by a Chartered Accountant with UDIN. 
  • In case the financials of immediate prior Financial Year have not yet been audited till the time of submission of the tender, the bidder can submit an Affidavit to this effect stating that “the financial results of the immediate prior Financial Year has actually not been audited so far”.
  • In such cases, the financials of preceding three audited financial years will be taken into consideration for evaluating the Annual Financial Turnover of the bidder.
  • In the absence of such an Affidavit, the benefit of considering three preceding years would not be given and the bid would be evaluated considering turnover for two preceding years only.
