Introduction:

  • RITES, being a Public Sector Enterprise and State, within the meaning of Article 12 of Constitution of India, has to ensure preservation of rights enshrined in Chapter-III of the Constitution.
  • RITES has also to safeguard its commercial interests. It is not in the interest of RITES to deal with Agencies who commit deception, fraud or other misconduct in the execution of contracts awarded/orders issued to them.
  • In order to ensure compliance with the constitutional mandate, it is incumbent on RITES to observe principles of natural justice before banning the business dealings with any Agency.
  • Since banning of business dealings involves civil consequences for an Agency concerned, it is incumbent that adequate opportunity of hearing is provided and the explanation, if tendered, is considered before passing any order in this regard keeping in view the facts and circumstances of the case.

Scope of Work:

  • The descriptions of Brief Scope of Work are as follows:
    • Construction of Bridges including Pile Foundation.
    • Construction and Launching of PSC Girder (Post Tensioning)
    • Fabrication and Launching of Composite Girder.
    • Construction of flexible pavement over RE wall panels.
  • Part of the ROB is inside NTPC-Rihand Plant area secured by CISF, Contractor shall obtain gate pass for labours/workers/officials proposed to be engaged for working inside plant area and for this, necessary formalities/protocol/procedure to be followed at NTPC Rihand power plant.
  • None of the permanent works shall be carried out during night or on Sundays or on authorised holidays without the permission in writing of the Engineer-in-charge/NTPC.
  • NTPC will provide Fly-ash (In accordance to Schedule “B” of section-4) to the contractor for use as reinforced earth between facia panel wall for construction of RE wall portion of Road. Fly-ash will be issued from NTPC-Rihand Power Plant at free of cost however transportation cost of fly ash shall be arranged by Contractor at his own cost.
  • Third Party Inspection of material as per relevant IRS & IRC codes is to be carried out by the concerned inspection agency by contractor at his own cost and all rates are inclusive of inspection charges wherever applicable.
  • Rail Over Bridge is crossing NTPC Track. Crossing of track via level crossing will be done.
  • Authorised Personnel Only: Only authorised personnel with proper training and qualifications should be allowed to work near the railway tracks.
  • Provision of Mobile Phones/Walky-Talky based on the needs of the individual work sites must be ensured.
  • Safety Barriers: Erect safety barriers or fences to prevent unauthorised access to the railway track area.
  • Wherever the road vehicles and/or machinery are required to work in the close vicinity of Rail track, the work shall be so carried out that there is no infringement to the Railway‟s Schedule of dimensions.
  • For this purpose the area where road vehicles and/or machinery are required to ply, shall be demarcated and acknowledged by the Contractor. Special care shall be taken for turning/reversal of road vehicles/machinery without infringing the running track. Barricading shall be provided wherever justified and feasible as per site conditions.
  • The look out and whistle caution orders shall be issued to the trains and speed restrictions imposed where considered necessary. Suitable flagmen / detonators shall be provided where necessary for protection of trains.
  • The Contractor shall remain fully responsible for ensuring safety and in case of any accident, shall bear the cost of all damages to his equipment, men and also damages to RITES/NTPC property, its staff and public.
  • The Engineer may impose any other condition necessary for a particular work or site. Nothing extra shall be payable for the same.

Eligibility:

  • The bidder should have achieved a minimum average annual financial turnover of Rs. 12,74,63,930.00 (Rs. Twelve Crore Seventy Four Lakh Sixty three Thousand Nine Hundred and Thirty Only) during the last 3 Financial Years.

Similar Works Experience:

  • The Bidder should have satisfactorily completed or substantially completed in his own name or proportionate share as a member of a Joint Venture, at least one similar work of minimum value of Rs. 12.75 Crore (Rupee Twelve Crore Seventy Five Lakh Only) OR at least two similar works each of minimum value of Rs. 10.20 Crore (Rs. Ten Crore Twenty Lakh Only) during the last 7 (Seven) years prior to the last stipulated date for submission of the Bid. Works completed prior to the cut-off date shall not be considered.
  • Similar Works shall mean the work of “Construction of Bridge works for a Railway/Highway Projects with ancillary work”carried out in India under a single contract (including additional work carried out under the contract).
  • In case the Bidder (Indian Company) wishes to rely on a work completed abroad, the value of such completed work in foreign convertible currency shall be converted into Indian Rupees.
  • The conversion rate shall be decided by RITES based on the rates of currency on the date of completion of work (the bidder to also submit the currency conversion rate as on completion date of the Credential Certificate relied upon by the bidder for the purpose of work experience).
  • Further, such a bidder (Indian Company) should have also completed at least one Similar work of value minimum 40% of estimated cost of work, in India in the last seven years prior to the last stipulated date for submission of the Bids.
