IRCON invites bids for construction of Riyang Yard work in connection with Sivok-Rangpo new Railway Line project

IRCON International Limited has invited online bids in two packet systems for & on behalf of Northeast Frontier Railway on prescribed forms from bonafide firms/companies having requisite experience and financial capacity for execution of the work for Construction of Riyang Yard work including land development, earthwork in cutting, filling, development of drainage system, slope stabilization, retaining structures, gabions cum reinforced soil system, security fencing, boundary wall, deep tube well and other ancillaries work(From Km 13.867 to Km 14.919) in connection with construction of Sivok-Rangpo new BG Railway Line Project.”

Scope of Work:

The scope of work includes “Construction of Riyang Yard work includes land development, earthwork in cutting, filling, development of drainage system, slope stabilization, retaining structures, gabions cum reinforced soil system, security fencing, boundary wall, deep tube well and other ancillaries work(From Km 13.867 to Km 14.919 ) in connection with construction of Sivok – Rangpo new BG Railway Line Project′′.

The Survey work shall involve taking over of sight, contouring of yard and nearby area, with centre line pegs, checking and verification of bench marks and protection of the same, taking & recording cross sections of natural ground levels.

  • Clearing the site by removing vegetation coming in the earthwork between toe of bank and top of cutting and disposal as instructed.
  • Earthwork in cutting of hills to make Railway formation by mechanical means or other approved means and disposal of muck as instructed by Engineers. Selected and approved cut muck/spoils may require to use in filling work.
  • Earthwork in filling in Railway formation with contractor’s own earth and cut muck/spoils coming out from cutting.
  • Excavation in all kinds of soil/rock to develop yard and road including disposal of muck as per approved drawings.
  • Temporary and permanent diversion of existing Nalla as per drawings or as instructed by Engineer-in-charge.
  • Temporary and permanent diversion of existing water supply pipe lines or as instructed by Engineer-in-charge by deep excavation.
  • Slope stabilization and slope protection at yard and approach road as per approved drawings or as per site requirement. This also includes temporary slope stabilization and slope protection for safe excavation of work.
  • Construction of Riyang yard including excavation and disposal of muck, construction of box culvert, retaining structures, slope protection, development of drainage area, support installation, concrete or shotcrete and other concrete works, providing and laying of stone pitching and all other ancillary works required for the start of the interim construction of yard as per proposal of the CONTRACTOR and as approved by the ENGINEER and as per approved drawings.
  • Supply and laying of Reinforced Soil wall system with paralink (Geogrid) as a primary reinforcement, non-woven Geotextile as filter media behind the facia unit and erosion control mat at top of sloping embankment (including stone Supply and filling in facia unit). Design of Reinforced soil wall system and rock fall barrier shall be proof checked from any IITs by contractor at his own cost. Nothing extra shall be payable for this.
  • Construction of side precast or cast in situ drains, stone masonry wall etc.
  • Providing and installation of perforated pipe wrapped with geotextile , drainage hole, of various length and diameter horizontal/sub horizontal, Geo textile membrane as per approved drawings & specifications.
  • Providing & fixing of instrumentation for 3D monitoring, Inclinometer, Piezometer, Optical Targets with accessories as per approved drawing and specification as directed by Engineer.
  • Providing & placing of granular, stone aggregate filter media of specified thickness as per the requirement as a complete job as per approved drawings, specifications and as directed by Engineer-in-Charge.
  • Providing & placing of 150 x 150 x 6 mm welded wire fabric of Fe 500 as reinforcement on excavated slopes and remaining or re profiling work as per approved drawings & specifications or as directed by Engineer.
  • Providing of sprayed concrete of specified thickness and grade in slope and as per the requirement as a complete job as per approved drawings, specifications and as directed by Engineer-in-Charge.
  • Providing, design, construction drawings, methodology for construction of Reinforced Soil Wall as per drawings and specification as per IRC : SP102, BS 8006:2010, FHWA NHI-00-043 and its proof checking from the approved agency. Scope includes supply of 50mm and/or 70mm wide geosynthetic strap made from polyester yarns coated with high quality LLDPE or equivalent strip/strap reinforcement including galvanized steel mesh facia/RCC facia panels (made as per drawing and specification), hot dip galvanized steel mechanical connectors, non-woven coir geotextile, drainage board etc including all tools, tackles, manpower, machinery, accessories etc. as per technical specifications and drawings.
  • Providing and fixing ETA/EAD/WLV certified -category A Rockall barrier of various capacity including base plates, anchors, energy dissipaters for energy absorption by deformation and all other components including drilling and grouting including top tie and bottom tie, lateral tie for ground fixity.
  • Blasting operations wherever required with prior approval of the Engineer-in-charge with respect to the adequate timings, procedures of blasting, etc.
  • Conveyance of explosives from main magazine to work site, storage of explosives at work site as per site requirements by arranging contractor’s own stationary & mobile magazine, storage, security etc.
  • Any other incidental / ancillary works connected with the above and as directed by the ENGINEER.
  • The profiles and longitudinal sections of the yard as indicated in the relevant drawings are approximate. The exact location of yard for commencement of work may be subject to modifications at site.
  • The drawings with tender documents are for guidance only and the work shall be done as per final approved ‘Good for Construction drawing’ and as per the instructions of Engineer. The tenderer/s will not have any claim on account of this.
  • Methods for selection and adjustment of cross sections and related support measures will be according to drawings and specification.
  • Submission of detailed construction schedule, excavation advance rate, method statements with related detailed drawings and equipment planning, for various items of work. Resource based construction program shall be prepared by the contractor and submitted within 21 days from date of LOA. After submission of this resource based construction program, contract will be signed and it shall be part of the contract agreement.
  • Maintenance of the existing access road to yard and construction of any other internal roads or any other road which will be required to be constructed / developed by the contractor till completion of the project in all respect, is the responsibility of contractor at his own cost.
  • All Works to be done as per relevant and approved drawings, specifications.

The above items of work shall include but not limited to the following:

  • Excavating and disposal of all type of soils / rocks and conglomerate from open excavation etc. as per NEERI guidelines.
  • Excavating and disposing of all types of soils, rocks and conglomerate from yard as directed by the ENGINEER. The CONTRACTOR/s has/have to make his/their own arrangements for dumping the excavated material. The dumping sites shall be indicated by IRCON. However, in case IRCON is unable to do so CONTRACTOR shall arrange the land. The cost accrued on this account shall be paid as per the actual expenditure made by the CONTRACTOR. (as per NEERI guidelines)
  • The contract envisages all permanent and temporary works, which are necessary for the efficient execution and completion of work.
  • The information and data stated herein and incorporated in contract elsewhere is for the general guidance only and may vary as a result of more detailed site investigation and construction drawings.
  • Drilling and grouting.
  • Providing Supply, Installation and Monitoring of Instrumentations with real time monitoring including 3D monitoring and geo-tech instrumentation and providing the data to IRCON as required by them and as per the specifications mentioned in Special Conditions of Contract.
  • Monitoring of existing structures i.e. buildings, bridges etc. shall be done by contractor by 3D Monitoring. Contractor shall do pre-condition survey of existing structure i.e. building, houses, bridges etc. at his own cost before starting of work and submit the data to IRCON.
  • Providing, handling, erection and installation of soil and rock supporting systems such as fiberglass elements, fibre reinforced sprayed concrete (if required), Rock bolts, wire mesh, SN type rock bolt, self- drilling rock Bolts, shear dowels, etc. as per design or as per the site conditions and as/or directed by Engineer-in-Charge.
  • Concrete manufacture, delivery and placement including providing & installing form works and scaffolds.
  • Handling, cutting, bending, binding and placing of reinforcement steel.
  • Construction of side drains, deep drains, collection and channelizing of the water by different ways, including sealing processes and installation of provisional cutting valves, etc.
  • All safety arrangements as per relevant IS, IRC and IRS Codes of practice and as specified in the tender documents.
  • Conveyance of explosives from main magazine to work site, storage of explosives at work site as per site requirements by arranging contractor’s own stationary & mobile magazine, storage, security etc.
  • Construction of all temporary diversions of roads.

About Sivok-Rangpo railway Project:

  • Total length of the complete railway project is 44.96 kms of which 41.55 kms falls in West Bengal and 3.41 kms falls in Sikkim.
  • The anticipated project cost will be around Rs. 8,900 crores.
  • For this project, the budget allotment for 2020-21 is Rs. 607 Crores.
  • IRCON International Ltd on behalf of NFR is carrying out the construction work of the project.
  • There will be 14 tunnels, 5 stations (Sivoke, Riyang, Teesta Bazar, Melli and Rangpo) and 13 bridges in the section.
  • The entire section is being constructed by using the latest technology so that trains can run at a speed of 100 kilometres per hour.
  • There will be 38,555 mts of tunneling work involved in the entire project.
  • This is more than 92% of the entire project length.
  • Work is already in progress in various sections.
  • The likely date of completion of the Sivok-Rangpo railway project is December, 2022.
