General:

The proposed Delhi-Chandigarh-Amritsar High Speed Rail Corridor is planned along major expressways/ national highways, greenfield areas and may be passing through arterial roads of the intermediate city road network for high speed rail connectivity between different cities along the corridor.

About Delhi-Chandigarh-Amritsar HSR Corridor:

  • The Delhi–Amritsar High-Speed Rail Corridor project is a 465-km-long route that will establish a connection between Delhi, Chandigarh, and Amritsar (Punjab), with 14 stations along the way. Once the socio-economic survey is completed, the acquisition of land for the corridor will commence.
  • The finalised route is 465 Kms with 14 Stations at New Delhi-Panipat-Ambala-Chandigarh-Ludhiana-Amritsar.
  • A total of 58.3 kms is planned on Viaduct, 2.42 kms planned underground and the rest planned on grade.
  • Cost (Excluding Rolling Stock) will be INR 46045 Crore, and including Rolling stock up to 2050, land premium, Cost Escalation and IDC will be INR 110865 Crore.
  • Land acquisition for the Delhi-Chandigarh-Amritsar High Speed Rail Corridor, from a total of 365 villages, will begin after the survey for the corridor is completed.

Eligibility:

Work Experience:

The tenderers will be qualified only if they have substantially completed following work(s), completion date(s) of which falling during last seven years ending last day of the month previous to the month of tender submission as given below:

  • One “similar work” of value of INR 39.54 Lakhs or more, or
  • Two “similar works” each of value of INR 26.36 Lakhs or more, or
  • Three “similar works” each of value of INR 19.77 Lakhs or more.

Similar Work means:

Utility Survey of any linear project pertaining to Railway/Metro Rail/ High Speed Corridor/ Highway / Oil & Gas Pipeline / Road/waterways etc. as part of detailed survey for Detailed Project Report (DPR)/ Detailed Feasibility Report (DFR) /Final Location Survey (FLS) /Land acquisition (LA) plans or independent utility survey etc. carried out for Railways, NHAI, CPWD, MES, DOT, State PWD or any other Central/State Government Institutions or Ministry.

For the value of similar works, total value of contract for independent utility survey or detailed survey including utility survey shall be considered. Substantially completed means where 80% payment of the contract value has been received.

If the tenderer is a JV/Consortium having foreign partner(s) and above work(s) have been executed by the foreign partner of JV and the work(s) were done in the country of the foreign partner, then in addition to this the foreign partner must have executed works (which need not be similar in nature) of total put together of value INR 19.77 Lakhs or more outside the country of the foreign partner.

About NHSRCL:

  • National High-Speed Rail Corporation Limited (NHSRCL) was incorporated on 12th February 2016 under the Companies Act, 2013 with an objective to finance, construct, maintain and manage the High Speed Rail Corridor in India.
  • The Company has been modelled as a ‘Special Purpose Vehicle’ in the joint sector with equity participation by the Central Government through Ministry of Railways and two State Governments viz. Government of Gujarat and Government of Maharashtra.
  • The High-Speed Rail (HSR) project, apart from being a technological marvel, would afford many quantifiable benefits like saving in travel time, vehicle operation cost, reduction in pollution, job creation, reduction in accidents/ enhanced safety, imported fuel substitution, and reduction in pollutants.
  • The project would also boost the infrastructure and add to the growth of the economy. HSR would be an integrated system having overall optimization of various components, viz. Hardware, Software, Human-ware, and their interface, etc.
  • The Company would require a manpower strength of about 3000 – 4000 officials (estimated) for executing the operations of the high-speed corridor. The requisite manpower would need to be highly proficient in implementation of high-speed technology so as to execute the project efficiently and effectively. Therefore, the Company has started construction of an exclusive training institute at Vadodara to cater to this aspect.
  • The Company would be ushering India into the category of few countries of the world (about 15) using High Speed Railway System.
