Delhi Metro Update: Tender invited for supply and laying of copper armoured cable at Saket Metro Station

Delhi Metro Rail Corporation Limited (DMRC) has invited open e-tenders from eligible applicants, who fulfil qualification criteria for Supply and laying of copper armoured cable at Saket Metro Station of DMRC.

Objective:

  • The objective of the contract is “Supply and Laying of Copper Armoured Cable at Saket Metro Station of DMRC”. As mentioned in clause 3 of Employer’s Requirement.
  • In full recognition of this objective, and with full acceptance of the obligations, liabilities and risks which may be involved, the Contractor shall undertake the execution of the Works.

General:

  • The work shall be done in accordance with Employer’s Requirements and the other requirements of the Contract.
  • The work shall be of highest standards available using proven up-to-date good Engineering practices. The Specification shall in any case not specify standards which, in the Engineer’s opinion, are less than or inferior to those described in the Technical Specifications contained in the Tender Documents.
  • Contractor will have to develop a strong service network and should have a well qualified trained team for this contract.
  • The team should be well equipped with requisite tools and testing instruments for re-routing of cable and re-connection of cable to DG & Distribution Board of ASS.
  • After laying, testing & commissioning of cable DG should be run in auto mode as earlier and power supply from ASS panel to DG should be in normal condition as earlier.

Scope of Work:

Location of work:

  • The work shall be carried out in premises of Saket metro station line -2.
  • The work can be carried out anywhere in the DMRC network as per requirement, it shall be binding on the bidder/contractor.

Details of Work:

  • The rectification of work shall be carried out as per BOQ and employer’s requirement.
  • The work includes Supply, Installation, Testing and commissioning of cable from DG control  Panel to Main Distribution board in the ASS room.
  • At present cable lay down from DG Room to ASS through Chiller plant room. Now, in the new requirement, laying of cable will be done from DG room to ASS room directly instead of chiller plant room.
  • After re-routing of cable supply from DG to ASS panel should be in the same condition as earlier and DG should operate in auto mode after failure of both side supply as currently operated.
  • The route Map regarding laying of cable will be provided by Engineer in-charge at site.
  • All rectification work shall be done only in non-revenue hours (night hours i.e. 00:00-04:00) but nothing shall be paid extra on this account.
  • The contractor shall be responsible to complete the entire work in all respects and any of the work which is necessary to complete the job though specifically covered in the scope of work above.
  • The work shall be carried out under the guidance of engineer in-charge.
  • Any minor repair/rectification/modification work required which is necessary to complete the  work shall be in scope of the contractor.
  • The contractor shall make all the necessary arrangements and machinery for drilling, welding, etc. if required, for completion of work at his own cost.
  • Contractor shall follow the relevant IE rules / acts etc. during execution of work.
  • The preparation of all fixings and drilling of any holes required or other minor civil work is in  Contractor’s scope and cost of the same shall be deemed to be included in the BOQ cost  and nothing shall be paid extra in this regard.
  • Cutting and forming of holes for services through walls, floors, ceilings, partitions, roof,  chases, recesses, in floors, walls for the services etc. required is in Contractor’s scope.
  • All types of excavation work required for dismantling of cable will be under contractor’s scope.
  • And after completion of work filling & finishing of working area is in contractor’s scope. No  extra payment will be done for the same.
  • Any type of civil work items required for the work like making chases in walls/ceilings, making holes and openings, providing inserts, grouting, sealing of cable trenches to prevent water entry inside rooms etc. including making goods and painting the civil works shall be deemed as included in the scope of work. No extra payment will be done for the same.
  • Any other item of work may be required to be carried out for completing the work under  this contract in all respects in accordance with the provisions of the contract and/or to ensure  the safety of installation during and after execution.
  • The scope of work includes supply, installation, testing & commissioning of Cable, Dismantling of Existing cable, Joint & Termination of New cable in distribution panel as mentioned in BOQ.
  • Contractor to submit Strategy & planning for the mentioned work within 7 days after award of the contract to DMRC for approval.
  • Before carried out of work proper shutdown will be provided by site in-charge and the same shall be ensured and confirmed by the contractor to DMRC staff.

Additional Requirement (Electrical works):

  • Every cable, whether in or out of sight, shall be neatly run vertically, horizontally or parallel to adjacent walls, beams or other structural members.
  • Spacing of clips, saddles and cleats shall be such as to prevent sagging of the cables at all times during their installed life.
  • Where cables pass through fire-rated walls and floors, all openings shall be sealed with fire-resistant material of a fire rating equivalent to that of the fire rating of the wall or floor as already being used in DMRC.
  • All cable entries into the cable pit shall have rounded edges to prevent damage to cables during installation or during service or as a result of the weight of the cables themselves bearing against the edges.
  • The installation and handling of cables shall be undertaken at all times by adequate and suitably trained staff, equipped with all the necessary plant, equipment, tools and lighting.
  • The cable system shall be fully protected from mechanical damage and be accessible at all points for inspection.
  • All cables installed shall conform to the relevant International standard for acceptable bending radius.
  • The maximum pulling force on any cable shall not exceed the design force of the cable.
  • The design of all support and fixing items shall ensure freedom from rough edges, burrs and sharp corners. No materials shall be used which will promote electrolytic or other corrosive action in contact either between the various parts, or with the cable sheaths or the building surfaces and other materials with which they may make contact. All cable supports shall be hot dipped galvanised.
  • Sufficient space shall be provided and maintained above the cable trays to permit adequate access for the installation and maintenance of the cables.
  • Where a cable tray is suspended from the ceiling, wall or structure, it shall be supported by hot dipped galvanised steel supports or hangers of Approved design.
  • GI earth strip will be suitably fixed wherever required with suitable hook/clamping arrangement.
  • Specification of Cable;
    • 4 core 300 Sq. mm LSZH Copper Armoured cable.
    • 4 core 10 Sq. mm LSZH Copper Armoured cable.
    • 4 core 4 Sq. mm LSZH Copper Armoured cable.
  • All cable shall be low smoke zero halogen, Fire retardant and cable make shall be DMRC approved and similar make approved by E&M Department DMRC.
  • All cable termination should be with brass double compression gland and copper lugs.
  • Scoff folding will be provided by the contractor for work at height above the ground. No extra  payment will be done for the same.
  • All expenses towards mobilisation and demobilisation of equipment at the site, work forces,  materials dismantling the equipment, clearing the site etc. along with cable removal, shifting  and installing back at the site after its normalisation, shall be deemed to be included in the  prices quoted in BOQ.
  • Cost of any damage/ loss of company property by the contractor shall be recovered; DMRC  Decision in this regard will be final, binding & conclusive.
  • On completion of the job, a service report will be prepared by the contractor’s service engineer and the same should be signed by both the service engineer and authorised DMRC supervisor.
  • Three copies of the said service report shall be prepared. One each copy of the said service report shall be handed over to the DMRC site in-charge for station record, one with payment file and one copy of the said service report will be kept by the firm for their own record.
  • The safety and security of men and its equipment shall be the responsibility of the FIRM.
  • Personnel employed by the FIRM must be sufficiently skilled to undertake specific jobs. They  should have adequate awareness with regard to quality of work and safety.

Eligibility:

Work Experience:

  • The tenderers will be qualified only if they have successfully completed or substantially completed similar works during the last five years ending the last day of the month previous to the month of tender submission as given below;
    • At least one “similar work”** of value of ₹54.06 lakh or more, or
    • Two “similar works”**each of value of ₹33.79 lakh or more, or
    • Three “similar works”**each of value of ₹27.03 lakh or more
  • Similar work for this contract shall be “SITC or Repair or Maintenance of Electrical and Mechanical (E&M) work”.
  • If the tenderer is a JV/Consortium having foreign partner(s) and above work(s) have been executed by the foreign partner of JV and the work(s) were done in the country of the foreign partner, then in addition to this the foreign partner must have executed works (which need not be similar in nature) of total put together of value ₹27.03 Lakh or more outside the country of the foreign partner.
