REMC Ltd. for & on behalf of Indian Railways has invited Expression of Interest (EoI) for establishment of Pilot Solar Power Project with appropriate storage solution for storage of Solar Power to be used by Railways in Developer Mode.
Solar Power Developers are invited to provide Techno-economical, feasible and innovative solutions for effective utilisation of solar energy during non – solar hours through energy storage technologies. Pilot Project to be deployed on 90 Acre vacant Railway land at Dahod in Gujarat.
Solar Developers have to design, build, finance, operate & maintain the Solar PV power Plant and enter into Power Purchase Agreement with Indian Railways for 25 Years at fixed Tariff.

Background of Expression Of Interest (EoI):
One of the largest electricity consumers in India, the Indian Railways (IR), aims to become a “net zero” carbon emissions organization by 2030. In this quest, it has been undertaking multiple initiatives to diversify its energy portfolio towards greener sources of energy. As a part of these initiatives, IR is planning to grow its renewable energy portfolio by expanding into solar-plus-storage hybrid systems. The aim here is to increase power reliability by managing intermittency of solar energy.
- As more renewables come into the generation portfolio, there is an increased need to stabilize integration of RE into the grid. Solar-plus-storage hybrid systems are slowly gaining traction across the world as battery prices continue to fall and penetration of renewable energy sources like solar continues to rise. Solar energy is fluctuating and is able to generate power only during solar hours.
- Thus, to optimize solar energy’s contribution in the energy mix, it is imperative to include battery storage in the overall generation from a hybrid system. This system provides clean and sustainable power generation from renewable energy sources.
- Based on the success of this pilot storage project, Indian Railways will like to scale up storage based project across the Railway Network to achieve its largest of ‘net zero’ carbon emissions organization by 2030
Objective of EOI:
- REMC Ltd. for & on behalf of Ministry of Railways invites EOI for establishment of a Solar plus Storage Pilot project to procure power from hybrid project at a tariff discovered through competitive e-bidding process. Eligible Renewable energy developers are invited to provide Techno- economical, feasible and innovative solutions for effective utilization of solar energy during non-solar hours through energy storage technologies.
- The bidders are requested to prepare a concept note & feasibility report of a probable solution to be shared with REMC Ltd along with the documents. Bidders are also requested to provide information as per Annexure-1. The bidders will be allotted specific time to present their concept through presentation to the relevant officials after the EOI submission date, which will be communicated through email provided in Annexure-1. A Tentative presentation will be held in the 2nd Week of January 2021.
- Based on Inputs received in EOI and solutions proposed by prospective bidders, bid documents will be prepared. Bid Document will be uploaded on CPP portal www.etenders.gov.in/eprocure/app for selection of Renewable Energy Developer for developing pilot solar storage project.
- Renewable Energy Developer will be selected based on the terms & conditions of the bid document to be provided in due course. Renewable energy Developers will have to design, build, finance, operate & maintain the Solar Plant with appropriate storage and enter into a Power Purchase Agreement (PPA) with Western Railways for 25 Years at fixed Tariff. The PPA will be signed by Western Railway with the RE Developer at the tariff arrived through a competitive bidding process. REMC Ltd will invite bids through open e-competitive bidding.

- Through this EoI, REMC Ltd on behalf of Indian Railways intents to set up Pilot Solar Power Project with appropriate storage solution on the vacant Railway Land of approx. 90 Acres at Dahod in Gujarat.
